HIV Test Urged for 7K Dental Patients

The Tulsa Health Department is warning 7,000 patients of a local dentist's office that they could have contracted HIV, hepatitis B or hepatitis C from poor sterilization practices.

Dr. Wayne Harrington, an oral surgeon with a practice in Tulsa, Okla., is being investigated by the state dental board, the state bureau of narcotics and the federal Drug Enforcement Agency because one of his patients recently tested positive for hepatitis C and HIV without known risk factors other than receiving dental treatment.

Upon hearing of the infected patient, the Oklahoma Board of Dentistry conducted a surprise inspection of Harrington's practice on March 18, allegedly finding numerous problems, including regular use of a rusty set of instruments on patients with known infections, and the practice of pouring bleach on wounds until they "turned white."

Calls to Harrington's office were directed to an operator, who told ABC News the clinic no longer took voicemails. The operator said patients were being referred to another clinic, but did not disclose the clinic's name.

Susan Rogers, executive director of Oklahoma's Board of Dentistry, called the incident a "perfect storm." On top of his many violations in sanitary practice, the dentist was a Medicaid provider, which means he had a high proportion of patients with HIV or hepatitis, she said.

Harrington and his staff told investigators that he treated a "high population of known infectious disease carrier patients," according to a complaint filed by the Oklahoma Board of Dentistry.

He allegedly allowed unlicensed dental assistants to administer medication, according to the complaint. These assistants were left to decide which medications to administer, and how much was appropriate.

Drug cabinets were unlocked and unsupervised during the day, and Harrington did not keep an inventory log of drugs, some of which were controlled substances. One drug vial expired in 1993.

"During the inspections, Dr. Harrington referred to his staff regarding all sterilization and drug procedures in his office," the complaint read. "He advised, 'They take care of that. I don't.'"

Harrington allegedly re-used needles, contaminating drugs with potentially harmful bacteria and trace amounts of other drugs, according to the complaint. Although patient-specific drug records indicated that they were using morphine in 2012, no morphine had been ordered since 2009.

The instruments for infected patients was given an extra dip in bleach in addition to normal cleaning methods, but they had red-brown rust spots, indicating that they were "porous and cannot be properly sterilized," according to the complaint.

The Tulsa Health Department said Harrington's patients will receive letters by mail notifying them of the risk and steps to obtain free-of-charge testing.

While 7,000 patients may have been exposed, Joseph Perz, an epidemiologist with the U.S. Centers for Disease Control and Prevention, said it's "extremely rare" to see dental transmission of HIV and hepatitis B or C. In July 2012, 8,000 Coloradans were notified that their dentist had reused needles, potentially exposing them to the blood-borne viruses. But not a single case was identified, according to the CDC.

Dental transmission is not impossible, however. Perz cited a dental fair three years ago in which hepatitis B was transmitted between patients.

In July 2012, more than 1,800 veterans who received dental care at a St. Louis VA Medical Center were warned that improper cleaning of dental tools may have exposed them to HIV and hepatitis.

The Tulsa Health Department has set up a hotline at (918) 595-4500 for people with questions.

UFC lightweight champ Benson Henderson goes 2-1 at jiu-jitsu tournament

UFC lightweight champion Benson Henderson will fight Gilbert Melendez on April 20, but he took on other competitors over the weekend. Henderson competed in the 2013 Pan Jiu-Jitsu Championships. He won his first two matches, but lost 8-0 to Jaime Soares Canuto.

Henderson, a brown belt in jiu-jitsu, decided to do the tournament for fun. It wasn't a break from training for the bout with Melendez. Henderson's coach said he did six rounds of MMA sparring on Saturday before competing on Sunday. Instead, it was just a little bit of competition.

New process to make nanospheres

Mar. 26, 2013 ? A patent-pending technology to produce nanospheres developed by a research team at North Dakota State University, Fargo, could enable advances across multiple industries, including electronics, manufacturing, and biomedical sectors.

The environmentally-friendly process produces polymer-based nanospheres (tiny microscopic particles) that are uniform in size and shape, while being low-cost and easily reproducible. The process developed at NDSU allows scale-up of operation to high production levels, without requiring specialized manufacturing equipment.

A 3 a.m. Eureka! moment

Dr. Victoria Gelling, associate professor in the Department of Coatings and Polymeric Materials at NDSU, had a "Eureka!" moment when she woke early one morning -- 3 a.m., to be precise, an hour when most of us are still sleeping. Dr. Gelling used early morning creativity to imagine a new way to oxidize monomers, which are relatively small and simple molecules, into polymers, which are larger, more complex molecules that can be used to create synthetic materials. Dr. Gelling hypothesized that oxidizing ozone in water might accomplish this task.

Later that day in the lab, Dr. Gelling and her team tested the hypothesis. On the first try, they created a suspension of nearly perfectly rounded, uniformly-sized nanospheres, ranging from 70 to 400 nanometers in diameter. In addition to their uniform size, the nanospheres stay suspended in the solution, and are easily removed using a centrifuge.

"The synthesis of the nanospheres is rather simple, with no other chemicals required other than water, ozone, and the small molecules which will become the polymers," said Dr. Gelling. "We also have tight control of the size, as they are beautiful, perfect marbles."

Given their uniform size and shape, the nanospheres could have uses across multiple industries. According to Dr. Gelling, such nanospheres could be used to: -Produce high-performance electronic devices and energy-efficient digital displays -Create materials with high conductivity and smaller parts for consumer electronics -Deliver medicine directly to diseased cells in the body -Provide antibacterial coating on dressing for wounds -Develop nanosensors to aid in early disease detection -Create coatings that provide increased protection against corrosion and abrasion

The process to develop nanospheres discovered at NDSU's Department of Coatings and Polymeric Materials was developed with support under Grant Number W911NF-09-2-0014, awarded by the U. S. Army Research Office.

NDSU's research team for this technology includes Dr. Victoria Gelling, graduate research assistant Abhijit Jagnnath Suryawanshi, Omerga, MS, India; Chris Vetter, MS '11, Moorhead, Minn., and Jessica Lamb, Fargo, N.D., now a graduate student at Cornell University.

The patent pending nanospheres technology is available for licensing/partnering through the NDSU Research Foundation.

Louie Gohmert Can Park Wherever He Wants Because Congress

According to Rep. Louie Gohmert of Texas, his position on the House Natural Resources Committee gives him dominion over all of the government agencies that body manages. Or, at least, their parking spaces.

Earlier this month, Gohmert got into an argument with Park Police near the Lincoln Memorial, who disagreed with the Congressman's assertion of his parking-space authority. Jake Sherman at Politico reports:

Shortly after 11 p.m. on March 13, officers wrote Rep. Louie Gohmert a citation for parking his black Ford SUV in a spot reserved for National Park Service vehicles, according to a Park Police report obtained by POLITICO.

But Gohmert wasn?t having it ? he told the Park Police that his congressional parking placard allows him to park in that spot, and he?s on the committee that oversees the agency.

Gohmert took the ticket off his windshield and placed it on a police car along with his business card with a message written: ?Oversight of Park Service is my job! Natural Resources Thus the Congressional Plate in window.?

Gohmert was definitely onto something, his reportedly "rude and irate" attitude notwithstanding. Barack Obama, as president, gets to park anywhere he wants. Members of House Natural Resources are allowed to litter in national parks. Members of the House Oversight Committee can embezzle state funds without any punishment. If you sit on the House Science's Space subcommittee, you get to be an astronaut.

Gohmert has previously taken strong positions on other "key" issues: that we need the Second Amendment to prevent Sharia law, that he wished the principal at Sandy Hook Elementary had an assault rifle in her office, and that Congress keep the word "lunatic" in various laws.?

We'll note that the Congressman's spokesperson disputes the account provided by the police. According to her version of the story, the police officer issuing the ticket "apologized" for having done so. Which becomes interesting in light of how Gohmert spent the next day. That afternoon, Gohmert spoke at a panel at the Conservative Political Action Conference, in which he argued that Vietnam would have been winnable had we bombed North Vietnam for another week.

(AP) ? It's a time of transition for the video game industry.

With last year's launch of the Wii U, the impending arrival of the PlayStation 4 and the likelihood of a new Xbox on the horizon, the next generation of video game consoles is nearly here.

However, more than half of the attendees at this week's Game Developers Conference in San Francisco identify themselves as indie developers and their next creations will be for smartphones and tablets. So when it comes to the next generation of consoles, the question on their minds doesn't seem to be "What's next?" but rather "Who cares?"

The schedule for this year's GDC illustrates the dramatic changes that are reshaping the gaming industry, an evolution that's as much about business models as it is about pixels. GDC organizers have added a summit on free-to-play games, plan talks on topics like crowd funding and micro-transactions, and are presenting panels with such titles as "Making Money with Mobile Gaming" and "Why Won't FarmVille Go Away?"

For the past 15 years, the Independent Games Festival has served as the Sundance of GDC, specifically honoring and highlighting the work of indie developers. But the lines have increasingly blurred between the IGF and GDC, the 27-year-old conference that serves as the largest gathering of the gaming industry in the U.S. outside the Electronic Entertainment Expo in Los Angeles.

Simon Carless, executive vice president at UMB Tech, which hosts GDC, IGF and several other technology conferences throughout the year, said 58 percent of developers surveyed by organizers plan to release their next game for tablets and smartphones. That's a big switch from 15 years ago when GDC was known as CGDC ? the Computer Game Developers Conference.

"I think what we're seeing is that there's many more small developers," said Carless. "For example, 53 percent of developers identify as an indie developer and 46 percent of those surveyed work at companies with 10 employees or less. It's simply a fact that people are more excited by platforms where there's a low barrier for entry."

Sony is angling to reignite developers' enthusiasm with the PlayStation 4.

When the Japanese electronics giant announced the PS4 during a splashy press conference in New York last month, Sony boasted that the successor to the PS3 would essentially be a "supercharged PC," a platform that would make it easier for developers to create and sell games. Sony plans to detail more about the PS4's technology during a Wednesday panel at GDC.

Nintendo will also be on hand with a Wednesday session outlining easier ways for developers to make apps for the Wii U, the touchscreen controller system that kicked off the latest generation of consoles last year but has failed to catch fire the way the original Wii did when it launched in 2006.

Microsoft will likely wait to tease how it plans to succeed its Xbox 360 console and camera-based Kinect system until E3 in July, although the company has scheduled several talks at GDC this week, including how to create games for Windows smartphones and second-screen experiences for Xbox SmartGlass, its companion app that connects mobile devices to Xbox 360s.

Meggan Scavio, general manager of GDC, said 23,000 attendees are expected at this year's conference, which kicked off Monday at the Moscone Convention Center and continues through Friday. While an increasing number of game makers are more interested in creating the next "Minecraft" instead of the next "Call of Duty," Scavio noted that so-called triple-A games continue to have a place at the conference.

"We're still talking about all the really big titles," said Scavio. "We've got talks on 'Dishonored,' 'Borderlands 2' and 'Assassin's Creed III.' Bungie is going to be talking about 'Destiny.' The guys from 'The Walking Dead' game are doing panels. Hideo Kojima is going to be there. It's not indie central yet."

In perhaps the most impressive indication of indie dominance, the artsy PS3 platforming game "Journey" is up for the most awards at Thursday's Game Developers Choice Awards, which honor the best titles of the past year and are selected by a jury of game creators. "Journey" was designed by thatgamecompany, a studio that went indie last year.

Google Glass already has some lawmakers on high alert

Lawmakers and privacy experts are wary of how Google Glass could be used, whether to snap photos covertly or to let drivers watch videos.

The ability to record and transmit data on the fly is not new, thanks to digital phone and tablet technology, but Google is raising the stakes by soon allowing users to snap photos and video discreetly via special glasses that operate by voice command.

The stealth nature of Google Glass is raising concerns among some lawmakers and privacy experts who say the device makes it too easy for users to spy on others and its development signals a deeper blurring between the digital and real worlds. While we all may understand the safety hazards and social norms presented when holding our phones up to record or text others, but wearable computers, because they are more inconspicuous, present complications, especially whether they can be regulated through existing electronic surveillance laws, critics say.

?This is the way of the future. We won?t be tied to a desk anymore,? says Chenxi Wang, vice president of Forrester Research. ?I don?t think the nature of the problem changes, rather than how easy it is now for data to be recorded and transmitted and accessed. That really gets people up in arms.?

Even though the glasses will not debut until next year, West Virginia state Rep. Gary Howell (R) introduced a bill late last week that prohibits its use while driving. While Delegate Howell says people should ?have no expectation of privacy in public space,? he does worry that it presents a heightened safety hazard while driving. He says his bill is just an extension of the no-texting legislation his state passed last year.

?I can see the problem with someone driving down the road and watching a YouTube video or dictating a word document, and there is nothing in our code to cover it,? he says. ?Let?s get a discussion started on this.?

According to Google, the glasses allow users to not just record pictures or videos, but they can interact with other users using real time video, access GPS services, airport and weather information, dictate text messages, translate foreign languages, and pull up answers to common questions. The interaction pops up for display on the lens, projected by a device affixed to the right side of the frames. Even with that device, the glasses are reportedly lightweight and look no different than any other eyewear.

Federal lawmakers are watching the product's development closely to scrutinize how the far the device might push privacy boundaries, especially if it integrates components like digital facial recognition.

?A lot of people are excited about Glass, but I don't think people are excited about a situation where a stranger can identify them, by name, by simply looking at them on the street,? Sen. Al Franken (D) of Minnesota said in an e-mailed statement to Adweek last month.

?Google made a principled decision to make facial recognition an opt-in feature for its social network, Google+. So far, they have not built facial recognition technology into Google Glass. I think this shows a real thoughtfulness on Google's part, and I hope the company continues to think about the privacy issues raised by Glass in this way,? he said.

The Happiest US City Is ...

If you were thinking of a move, or even a weekend jaunt, perhaps a visit to Lincoln, Neb., would do the body and mind some good. The Star City scored highest in well-being in a newly released Gallup poll.

The results of the 2012 Gallup-Healthways poll, released today (March 26), were consistent with a state-level poll, which found the happiest U.S. states tended to be nestled in the Western and Midwestern parts of the country; the lowest well-being scores clustered in Southern states.

The poll was conducted through telephone interviews of more than 350,000 adults in 189 metropolitan areas, from Jan 2 until Dec. 29, 2012. To measure well-being, Gallup calculated an average of six measures: life evaluation (self-evaluation about present and future life situation); emotional health; work environment (such as job satisfaction); physical health; healthy behavior (such as frequent exercise and less smoking); and basic access (access to health care, a doctor, a safe place to exercise and walk, and community satisfaction). The same measures are used for state well-being.

Here are the top 10 cities and their average well-being scores (out of a possible 100 points):

  1. Lincoln, Neb.: 72.8
  2. Boulder, Colo.: 72.7
  3. Burlington-South Burlington, Vt.: 72.4
  4. Provo-Orem, Utah: 71.7
  5. Fort Collins-Loveland, Colo.: 71.6
  6. Barnstable Town, Mass.: 71.5
  7. Honolulu, Hawaii: 71.5
  8. Ann Arbor, Mich.: 71.4
  9. Washington-Arlington-Alexandria, (D.C.-Va.-Md.-W.V.): 71.3
  10. San Luis Obispo-Paso Robles, Calif.: 71.2

And here are the bottom 10 cities:

While Lincoln, Neb., led the nation overall and in the work environment category, Honolulu came out on top for emotional health, Charlottesville, Va., was No. 1 for physical health, and Salinas, Calif., had the healthiest behaviors.

Meanwhile, the Huntington-Ashland region (where West Virginia, Kentucky and Ohio meet) held its ignominious title as the metro area with the worst physical health. And it ranked second worst in terms of emotional health, only ahead of the country's least happy city, just a stone's throw away in Charleston, W.Va.

For the second year in a row, residents of Ann Arbor, Mich., had the most positive outlook for their current and future lives, while people living in the Hickory-Lenoir-Morganton region in North Carolina had a rather bleak attitude, rating their lives about half as well as those in Ann Arbor. On the other side of Michigan's Lower Peninsula, in the Holland-Grand Haven area, residents had the best access to basic necessities in 2012, as they did in 2008-2010. The McAllen-Edinburg-Mission area in the southern tip of Texas ? where 50 percent of residents didn't have health insurance in 2012 ? ranked last in access to basic necessities for the fourth year in a row.

Among the 52 largest metro regions in the survey (those with over 1 million residents), the nation's capital and its surrounding area ranked highest for well-being, followed by the San Francisco-Oakland-Fremont area. Tampa-St. Petersburg-Clearwater, Fla., had the lowest well-being score of the nation's biggest cities (due mostly to low life evaluations and low happiness scores), displacing Las Vegas-Paradise, Nev., which ranked second worst for well-being in 2012.

Residents in cities with the best well-being scores tend to enjoy health benefits, such as lower rates of obesity, high blood pressure, diabetes and physical pain. They also are less likely to be depressed and more likely to have enough money for food, medicine and shelter, according to Gallup. Both public and private sectors can take part in improving well-being, for example, by providing access to healthy food, places where people feel safe working out, and health insurance ? or at least enough money to buy health insurance.

Whereas factors like health and access to basic necessities seem to have more obvious fixes, the happiness equation might be more elusive.

A study published in the December 2009 issue of the Journal of Research in Personality found that states with higher gross regional product (GRP) per capita (level of productivity and standard of living), higher income levels and higher median housing value were significantly happier than poorer areas. The study looked at Gallup's 2008 well-being scores, finding that the happiest states that year also tended to have more residents with advanced educations and jobs that were considered "super-creative," such as architecture, engineering, computer and math occupations, library positions, arts and design work, as well as entertainment, sports and media occupations. But then again, other studies have shown being happy means being old, male and Republican. Others yet have said the key is being religious or having kids.

The new Gallup results are based on telephone interviews conducted between Jan. 2 and Dec. 29, 2012, with a random sample of 353,563 adults, ages 18 and older, in all 50 U.S. states and the District of Columbia.

Wondering whether T-Mobile's LTE network has the chops to live up to the "smokin'" adjectives we had thrown our way throughout the event? We certainly were, so we headed right to the suite of devices and got our hands-on all the phones we could. Speeds are quite good in general -- but interestingly things did start slowing down as more and more folks fired up Ookla's SpeedTest app, doing all they could to test T-Mo's nascent network. Spotify to Offer Video Streaming and Original Content | Geekosystem

Spotify has all but eliminated my need to ever buy music. For a few bucks a month I can queue up practically any song I can think of and rock out. Now they supposedly want to bring that same level of convenience to video. Reports say Spotify is going to launch a video streaming service like Netflix that will offer original content ? also like Netflix. That?s all well and good, but I already have Netflix.

Why is Spotify branching out into video? It turns out there?s not as much money to be made from paying huge fees to record labels and only charging your users a few dollars a month as originally anticipated. Spotify?s margins in their business model just aren?t big enough. Netflix itself had similar margin issues that it has tried to fix with its original content series House of Cards and the upcoming Arrested Development resurrection.

As more video streaming services surface like Hulu, Amazon, Redbox Instant, and sort-of Blockbuster, they?re all fighting over the same content. Offering original shows that attract customers can give them an edge, so if Spotify is going to jump into the middle of this knife fight they better come prepared.

There is no word on what kind of original content Spotify is planning, but if they?re going to have a chance it better be good. House of Cards was tremendous, and everyone is pretty excited for the return of Arrested Development. Hulu has a strong collection of original and exclusive content as well. I just started watching their original show Battleground, and it?s one of the best things I?ve seen in a while.

If Spotify is looking to get into video production to try to improve their margins, couldn?t they just do the same thing by branding themselves as a record label and produce original music? Whether or not I?ll be adding Spotify?s video service to my growing list of online video sources will most likely come down to whether their original content is any good.

A diplomatic star is born in Chinese first lady

BEIJING (AP) ? Glamorous new first lady Peng Liyuan has emerged as a Chinese diplomatic star, charming audiences and cutting a distinct profile from her all-but-invisible predecessors on her debut official trip abroad.

Peng was featured prominently in Sunday's Chinese media coverage of her husband President Xi Jinping in Russia on his first state visit since he assumed the presidency earlier this month.

A celebrated performer on state television, Peng watched song-and-dance routines at a performing arts school on Saturday, but did not join in as some media reports had suggested she might. The couple arrived in Tanzania later Sunday, and their trip also includes stops in South Africa and Congo.

An internationally popular first lady could help soften China's sometimes abrasive international image and mark a victory in its so-far unsuccessful struggle to win over global public opinion.

At the same time, she could boost the popularity of the country's new leadership at a time when citizens are feeling increasingly alienated and are fed up with the ruling class's corruption and regal airs.

In recent years, the wives of China's top officials have traditionally gone almost unseen at home and attracted little attention while accompanying their husbands on state visits.

That was in part a negative reaction to Mao Zedong's wife, Jiang Qing, who was widely despised and later imprisoned for her role as leader of the radical Gang of Four, which mercilessly persecuted political opponents during the chaotic 1966-76 Cultural Revolution.

Recently retired Premier Wen Jiabao's wife, Zhang Peili, became known for her role in the country's gem trade and was never seen in public with her husband. Meanwhile, Bo Xilai, one of China's most ambitious politicians, was brought down in spectacular style last year following his wife's involvement in the murder of a British businessman, setting off the country's nastiest political scandal in years.

Women in general wield relatively little power at the top of the Chinese power structure, with just two sitting on the ruling Communist Party's 25-member decision-making Politburo.

Peng's emerging high profile appears to be an extension of Xi's own confidence as he consolidates his control on power and presses a more assertive role for China in global affairs, said Steve Tsang, director of the China Policy Institute at Britain's University of Nottingham. Her training as a singer and stage performer offers the perfect preparation for such a role, he said.

"Peng is projecting a certain poise and confidence that Xi himself is carrying and he doesn't need to worry about what other (politicians) might think of her," Tsang said.

Peng's image was splashed across Chinese newspapers over the weekend, shown descending arm-in-arm with Xi as they descended from their aircraft after arriving in Moscow on Friday. Her visit to the arts school was carried by state broadcaster CCTV on its main Sunday news broadcast and reported in national newspapers.

The popular Beijing News tabloid ran a full page of items on Peng's appearances on Sunday, alongside a photo of her arriving at a speech Xi gave Saturday, dressed in an elegant Chinese-style silk tunic and skirt.

"In her role as first lady on this visit abroad, Peng Liyuan is exhibiting China's soft power," the paper quoted Wang Fan, head the Institute of International Relations at China Foreign Affairs University, as saying. "As a singer and artist and a long-term advocate for poverty relief and other causes, Peng has an excellent public image."

Much of the coverage focused on her personal style, with a report on the mass-market sina.com website noting with satisfaction that the black leather clutch she paired with the outfit was made to order by a Chinese firm in the southwestern city of Chengdu, a flattering contrast with prominent Chinese female politicians scorned publicly for appearing decked head to toe in foreign designer brands.

"In practical terms, this is an important show of support for China's domestic industries, but in the larger sense, it should raise national self-respect and confidence," read a posting on China's popular Weibo microblogging service left by Lin Zhibo, Gansu provincial bureau chief of the Communist Party's flagship newspaper, People's Daily.

Chen Li, a real estate agent from the central city of Changsha, said Peng was well-known for her modest ways and calm, dignified manner.

"She's known to be elegant and fashionable, but she's also very low-key and doesn't seem arrogant in the way that you usually associate with the wives of top leaders," Chen said.

Peng, 50, largely retired from public life after Xi was made China's leader-in-waiting in 2007, but in recent years has won new acclaim as an ambassador for the World Health Organization. Among the issues she has worked on are tuberculosis and HIV/AIDS ? diseases that still carry considerable social stigma in China.

She also made headlines last year by appearing alongside Microsoft co-founder Bill Gates as part of a campaign to discourage smoking, a high-profile cause in a country where about two-thirds of men smoke.

Peng is Xi's second wife, and the two are separated in age by almost a decade. While Xi's father was a leading revolutionary and former vice-premier, making his son a member of the "red aristocracy," Peng comes from relatively humble origins and joined the People's Liberation Army when she was 18. The couple has one daughter, a student at Harvard who remains out of the limelight.

While sometimes described as a folk singer, Peng holds the rank of PLA major general and is best known for her stirring renditions of patriotic odes, often while wearing full dress uniform.

Although her rank is largely honorary, her military status could lead to awkward questions, said University of Nottingham's Tsang.

"Sooner or later, someone is going to ask whether that's completely normal, even if she doesn't have any real military or political ambitions," Tsang said.

Fargo braces for record floods ? again ? but this time it's ready

Starting this week, communities along the Red River are returning to something they know too well: preparing for a rising tide.

The National Weather Service announced Thursday that a late-winter snow is creating a 50 percent chance of river levels rising as high as 38 feet in Fargo, N.D., and Moorhead, Minn., which would make it the fifth-highest crest on record ? just shy of the 41 feet reached during the record flood of 2009. There's a 10 percent chance the river levels break that record, according to the forecast.

Officials in both cities have launched sandbagging and other preparatory measures to keep river waters from impacting homes and businesses. But the efforts highlight how both communities are better prepared than they were four years ago, when sandbagging was so intense that it required around-the-clock help from local high school and college students, who were released from schools to help.

This time, only 1.3 million sandbags are needed, which is less than half the 3 million used in 2009.

The improved outlook comes from both communities' efforts to remove most homes and other structures from low-lying areas and from investing millions to build levees and other protections.

Moorhead has spent more than $88 million, leaving just seven homes vulnerable to a 38-foot crest. In 2009, 160 homes were affected.

The city says it plans to use 400,000 remaining filled sandbags from a 2011 flood. Moorhead City Manager Michael Redlinger said that should be sufficient. In 2009, the city used about 2.5 million sandbags as protection.

?It?s just a really different condition now as we look to the future. It's going to be a real good situation for us. It's good for the rest of the community: lights on for business, lights on for higher education and the K-12 system,? he said.

Fargo, which has spent $100 million since the 2009 flood, is more at risk because more properties remain in low-lying areas. The immediate need is for more than 1 million sandbags. The city reports it has 750,000 bags already filled and is recruiting volunteers to help fill an additional 500,000 bags. The city is also recommending that all residents obtain flood insurance this spring.

?I know it?s getting old. Extremely old for everybody,? Fargo Mayor Dennis Walaker told the Associated Press.

    Mayor Walaker and others are urging Congress to help fund a $1.8 billion diversion channel around the area of both cities, saying such a project presents the greatest protection against what appears to be consistent flooding each spring.

    The Fargo-Moorhead area has faced two more floods since 2009: the river crested at 36.99 feet in 2010 and 38.75 feet in 2011.

    ?The only solution to this process is very simple. A diversion has to go through,? Walaker said.

    Downstream residents have protested the diversion, saying it will flood homes and farmland in rural areas.

    The National Weather Service is uncertain when the river will rise. Below-normal temperatures will suspend any chance of flooding for weeks, but if temperatures get more moderate and trigger a fast melt, and spring rains are heavy, the river could arrive soon.

    The National Weather Service says deep snow is holding about 6 inches of rain in the Red River Valley area, while some areas of northern Minnesota are holding the equivalent of 8 inches of water. If a brief refreeze followed warming temperatures, melting would proceed at a much slower rate, reducing flooding, the agency said, although it is too soon to predict which scenario is likely.

'Switch' critical to wound healing identified

Mar. 8, 2013 ? .Scientists from A*STAR's Institute of Medical Biology (IMB) have identified a molecular "switch" that controls the migration of skin cells necessary for wounds to close and heal. This is especially significant for diabetics and other patients who suffer from chronic wounds, wounds that do not heal or take years to do so, which are vulnerable to infections and could lead to amputations. This switch mechanism may hold the key to developing therapeutics that will reduce or prevent chronic wounds.

The scientists discovered that a tiny "micro-RNA" molecule, called miR-198, controls several different processes that help wound healing, by keeping them switched off in healthy skin. When skin is wounded, the manufacture of miR-198 quickly stops and the levels of miR-198 drop, switching on many wound healing processes.

In the non-healing wounds of diabetics, miR-198 does not disappear and wound healing remains blocked. This therefore identifies miR-198 as a potential diagnostic biomarker for non-healing wounds.

These findings were recently published in the journal Nature. The research leading to this discovery was carried out in collaboration with A*STAR's Bioinformatics Institute (BII), National University Hospital (NUH), Singapore and Jnana Sanjeevini Diabetes Center, Bangalore, India.

Importance of this discovery

Chronic wounds in patients with diabetes are a major global health burden and the most common cause of lower extremity amputations. In Singapore, diabetes is the fifth most common medical condition diagnosed and one in nine people aged 18 to 69 has diabetes. Unfortunately, chronic wounds are currently poorly understood and insufficiently treated. Chronic wounds also tend to affect the elderly and disabled patients, especially those confined to a wheelchair or bed-bound.

Dr. Prabha Sampath said, "Moving forward, we hope to translate this research into improved patient outcomes. We can now build on this research, to see how we can modulate the defective switch in chronic wounds by targeting miR-198 and its interacting molecules, to develop new strategies for treating chronic wounds."

Professor Birgitte Lane, Executive Director of IMB, said, "This switch appears to be an entirely new regulatory component in wound healing, and probably a very important one. Poor wound healing is a major healthcare burden, and this discovery is particularly timely in the face of aging populations and the sharp global rise in diabetes. The finding gives us a platform from which to develop therapies that could significantly reduce chronic wounds and improve healthcare."

An FSTL1-miR-198 molecular 'see-saw' switch

The information necessary to expressmicroRNA-198 (miR-198) and follistatin-like 1 (FSTL1) protein are found in a single "message" produced by the cell. However, miR-198 and FSTL1 protein cannot be produced at the same time -- it can only be one or the other. These two molecules also have opposite roles: miR-198 (found in unwounded skin) inhibits skin cell migration and wound healing, whereas FSTL1 protein (expressed after injury) promotes skin cell migration and wound healing. A regulatory switch dictates their expression, and hence controls the "see-saw" between inactive resting skin cells and the cell migration necessary for wound healing.

Dr. Sampath and her team showed that healthy unwounded skin contained high levels of miR-198 but no FSTL1 protein. They demonstrated that these high levels of miR-198 prevent skin cell migration by suppressing several genes, such as PLAU, LAMC2 and DIAPH1, which are needed for different aspects of the wound healing process. However upon injury, miR-198 is switched off in the wound by a signal from transforming growth factor ?1 (TGF-?1). This allows FSTL1 to now be made instead, and the skin migration genes to be unblocked, promoting migration of skin cells into the wound area to drive skin wound healing.

The scientists further examined skin samples of chronic non-healing ulcer wounds from patients with diabetes mellitus. They observed that, unlike healthy skin that had been injured, there remained high levels of miR-198 (inhibiting skin cell migration and wound healing) and an absence of FSTL1 protein (promoting skin cell migration upon wounding), indicating that this "switch" is defective in chronic wounds.

Analysis - Profit squeeze hammering emerging equities

LONDON (Reuters) - Record high stocks? Currency surges? In the United States maybe, but across emerging markets, slowing economies and collapsing exports are hammering company profits far harder than in the seemingly hobbled West.

While world stocks have risen more than 5 percent already this year, led by Wall Street's surge to record highs, bourses from China to Brazil are flat to negative in dollar terms, unnerving those who fear a third year of stop-start performance.

To add insult to injury, most emerging market currencies are in the red against the U.S. dollar.

Given that major central banks are in full money-printing mode, the weakness is worrying, not least to the swathes of investors who have flocked in, lured by the promise of double-digit returns, robust growth and consumer demand.

Worrying maybe, but not surprising, says Martial Godet, head of emerging equity strategy at BNP Paribas.

Godet's calculations show a steep decline in return-on-equity (ROE) in emerging markets to around 12 percent, a fall of 3 percentage points in the last 18 months and well below pre-crisis levels of 16-17 percent.

That lags developed markets' 13.5 percent. But U.S. firms - "the ultimate quality and growth markets" in Godet's words - have usurped EMs' ROE supremacy with a 15 percent average. ROE shows how well a company is using shareholders' equity investment to generate profits.

"The deterioration has been both fast and large," he said.

"If you look at any of the criteria associated with profitability, you see that between 2011-2012 emerging markets were unable to transform economic growth into earnings growth."

Cash is still coming in - data from EPFR Global shows $33 billion in inflows to emerging equity funds in 2013, part of investors' so-called rotation out of bonds and into equities.

Most of this was soaked up by this year's new equity issues, totalling $30 billion according to Thomson Reuters data. But the ROE slump is a bad omen and inflows have started to stutter.

ING Investment Management for instance recently downgraded emerging markets holdings in its equity portfolio.

Robert Davis a senior fund manager at ING IM, notes flat corporate earnings in emerging markets last year despite revenue growth of around 12 percent.

Developed companies meanwhile have stayed profitable through years of economic doldrums, posting single-digit revenue growth in 2012 but managing a 2-3 percent rise in profits, he adds.

"Longer-term expectations of higher growth and demographics (in emerging markets) are valid, but what we have seen in the past couple of years is disappointment, because compared to developed markets, companies have been ... less able to protect their margins," Davis said.

BOTH ENDS

Of course, within emerging markets there are countries and sectors that will continue to do well. And despite negative earnings, MSCI's emerging stock index rose 15 percent in 2012.

But profit margins are being eroded from both ends.

First, emerging markets are bearing the brunt of economic slowdown, argue UBS analysts, noting that the EM growth "spread" over rich peers has fallen to a 10-year low of 3 percentage points. As exports shrink, that hits corporate topline revenues, countries' current account balances and currencies.

And because global growth and emerging corporate profits have tended to move in lock-step, a 3 percent expansion rate for the world economy may be insufficient to generate a recovery in emerging earnings growth, UBS tell clients.

Separately, JPMorgan Asset Management, which has also gone neutral on emerging stocks, points out that past episodes of worsening external balances - 1997-1999, 2005 and 2008-2009 - have also coincided with emerging equity underperformance.

"We will be watching two sets of data - trade and earnings delivery - to gauge whether to put on renewed active positions," JPMorgan AM's multi-asset strategy team told clients.

Secondly, the crisis has hammered home emerging firms' inefficiencies, compared to their developed counterparts.

Input costs, including investment and wages, may even have been exacerbated as governments tightened control over economies in order to revive growth. That's especially so in the Big Four, BRIC countries, China, India, Russia and Brazil, where stocks are lagging S&P500 returns for the fourth year in a row.

"After the crisis, U.S. and other developed market companies really tried to improve efficiency by investing less, deleveraging balance sheets, accumulating cash and conducting optimisation of their operations," Godet said.

"EM companies continued to invest as if the crisis of 2008 hadn't happened, as if growth was just as strong as before."

HIGH EXPECTATIONS

Prices are yet to reflect all the fears, moreover. Expectations for 2013 earnings growth stand currently at 13.5 percent, compared to 8 percent for the United States and Europe.

JPMorgan AM says that its own composite valuation index based on forward price-to-earnings, price-to-book, price-to-cash flow and dividend yields, indicates a 17 percent valuation premium over developed companies.

Emerging markets will need to show superior earnings performance to justify this premium, it adds.

Deutsche Bank analysts are pessimistic about this prospect.

Those buying emerging stocks after 2008 joined the party too late, they say, predicting in a note that the sector is only 27 months into what may be a multi-year period of underperformance.

Gold prices hover near $1,580/oz, US jobs data in focus

Gold hovered near $1,580 an ounce on Friday ahead of the release of a key US job market report, as encouraging U.S. employment data earlier this week and lack of monetary easing moves from major central banks muted buying interest in gold.

FUNDAMENTALS

* Spot gold was little changed at $1,579.25 an ounce by 0037 GMT, on course for a 0.3 percent weekly rise.

* US gold inched up 0.2 percent to $1,578.90.

* Investors are eyeing the all-important U.S. February employment report, due at 1330 GMT, after Thursday's weekly jobless claims and Wednesday's ADP National Employment Report showed signs of improvement in the labour market.

* February's employment report is expected to show moderate job growth as higher taxes and fears of deep government spending cuts made employers cautious, economists said.

* The European Central Bank decided to keep interest rates unchanged, citing positive economic survey indicators. ECB President Mario Draghi said markets have settled after Italy's inconclusive elections and any threat of contagion to other euro members has been muted.

* Investors pulled $5.6 billion from gold exchange-traded products (ETPs) in February after poor performance by the yellow metal, but appetite for riskier, growth-oriented industrial metals ETPs remained intact.

* Holdings of SPDR Gold Trust, the world's biggest gold-backed exchange-traded fund, fell 1.805 tonnes to 1,243.05 tonnes on March 7, resuming a decline after pausing for one session.

INDIANAPOLIS (AP) ? Indianapolis gave Jeff Saturday a chance to fulfill his NFL dream.

On Thursday, he came back to thank the town and the team that embraced his improbable journey from undrafted free agent to NFL star.

Moments after signing his final contract with the Colts, Indy's longtime center and a key figure in forging a settlement to the 2011 NFL lockout officially retired with the team that brought him into the league 14 years ago.

"This does not happen for many players, especially many offensive linemen," Saturday said. "I'm excited to retire as a Colt. I mean, this is my home. This is what we've supported for so many years. I was known, no matter what team I was playing for, as a Colt. So it's good to put that horseshoe on and go out that way."

Colts fans will always remember Saturday for his gritty play and down-to-earth attitude. Nationally, he will forever be known as the voice of reason during the contentious lockout negotiations. Saturday lobbied on behalf of the players he represented and constantly urged both sides to remember that they would be best served by reaching a settlement rather than losing the "golden goose."

After the two sides agreed to a 10-year collective bargaining agreement, Saturday's embrace of Patriots owner Robert Kraft became an memorable image of labor peace. Kraft had just finished speaking about his wife, Myra, who died during the negotiations, when Saturday put aside Indy's bitter rivalry with New England, hugged Kraft and then credited him for "saving football."

"I have a tremendous amount of respect for Jeff Saturday. For more than a decade, I considered Jeff a fiercely competitive rival. After working with him in 2011 during the NFL labor negotiations, I now consider Jeff a friend," Kraft said. "I admire him for the leadership and professionalism he showed throughout the negotiations and I thank him for the compassion he extended to me during a difficult time. I know that Jeff was a great leader on the field, but I witnessed the leadership he possesses in the board room, and I believe that will serve his next employer very well as he transitions to his next career. I wish him all the best."

Saturday also acknowledged that his appreciation for Colts football played a big role in reaching a compromise.

"This organization is what I hope all the NFL teams strive to be. In every negotiation I was involved with the PA (players association) and the NFL, I used us (the Colts) as an example of what you should strive to and I make no bones about it," he said. "This organization is the best in the business and it will continue."

Before playing in his sixth and final Pro Bowl last month, Saturday had already said he was retiring. He even made a cameo appearance with the AFC so he could snap the ball one more time to his close friend, former Colt and current Bronco Peyton Manning. Green Bay cut Saturday last month, a procedural move that made Thursday's festivities possible.

Ironically, though, the move came exactly one year to the day after team owner Jim Irsay and Manning, the four-time MVP, appeared in the same room to announce Manning's release. Both men spoke then in halting tones as they fought back tears.

This time, it was more celebratory. Saturday and Irsay smiled and even joked about the formality of the one-day deal.

"I'm going to sign this contract and let Jeff come up and sign his portion so we can make it official that Jeff is a Colt today, and this is not costing me anything," Irsay said, drawing laughter. "And that's rare, but Jeff did ask for a new pickup truck so I told him I would consider that. "

When Saturday stepped to the podium, he responded in kind.

"Like he said, it cost him a lot more the last time than it did this time," Saturday said.

The only time Saturday choked up was when he thanked his wife, Karen, for allowing him to pursue a football career. He then turned toward reporters and explained he couldn't look at his wife because he would "lose it." She wiped her eyes, too.

Saturday also thanked his three children, seated behind him in blue No. 63 jerseys, Irsay, his head coaches and position coaches, ex-teammates and even the equipment managers and trainers, some of whom watched from the back of the room.

His improbable journey actually started in Baltimore in 1998. The Ravens signed him as an undrafted rookie but cut him before training camp opened.

One year later, the Colts took a low-risk gamble on someone who had spent the previous year selling electrical supplies in North Carolina and he wound up making the roster. By 2000, he had won the starting center's job, which he kept until leaving for Green Bay as a free agent last year.

With Indy, Saturday won two AFC titles, one Super Bowl ring, became a pillar in the community and made 170 starts with Manning behind him, an NFL record for a quarterback-center tandem.

"The relationship between a center and a quarterback is special. We loved each other but we could fight each other as well. We could bump heads and there was always a mutual respect," Saturday said. "It never got any further than that. It was always on the field. Off the field, we were friends. He's taken me to places and given me gifts and allowed me to do things that I would never have the opportunity to do."

Asked for his favorite football moment, Saturday didn't offer up the Super Bowl win.

"The AFC Championship game trumps them all for me," he said, referring to the Colts' second-half comeback against the Patriots in the 2006 playoffs. "Getting to recover a fumble for a touchdown, getting to slay the Patriots, all those things. That's the one for me, even above the Super Bowl."

Saturday said he will continue to make Indy his home and Irsay said Saturday will be inducted into the team's Ring of Honor. Irsay also has hired Saturday to work in the Colts' community relations and marketing department and said there could be a future for Saturday on the coaching staff or in the front office.

"Here's a man who came into the league, no one thought he was going to do much," Irsay said. "He wasn't a first-round draft pick and is an individual who literally took this town and this state over with his integrity, with his love for the community, with this performance on the field, just an absolutely incredible individual. Going through the lockout, how he played a huge role in getting that settled. It was just absolutely incredible how Jeff has made his mark in this league and for this franchise."
