Graduation from an accredited college or university with a Master?s level degree in Library Science or equivalent degree as demonstrated by transcript; or an equivalent combination of education and experience. Eligibility for NC Public Librarian Certification.

Familiarity with computers including desktops, laptops, tablets, ebook readers and smartphones required. Familiarity with social media required.? Web development skills preferred but not required. DUTIES:

Performs professional librarian duties. Develops digital literacy initiatives, programs and classes for the public; provides formal and informal digital literacy instruction to patrons; provides staff training on existing and emerging information technologies.? Assists with web development and social media presence. Provides research assistance using electronic and print resources to patrons; provides computer assistance to patrons; provides reader advisory services to patrons.? J.C. Penney reports hefty 3Q loss

(AP) ? J.C. Penney Co. reported a bigger-than-expected loss in the third quarter on plummeting sales as customers continue to reject its move get rid of blockbuster sales in favor of everyday low pricing.

Friday's report marks the third consecutive quarter of losses and steep sales declines since the mid-priced department store chain get rid of hundreds of sales it used to offer each year and instead cut prices permanently about 40 percent throughout the store. It's a big blow to Penney, which has suffered in recent years as it's failed to keep its stores fresh and its core middle-income shoppers have been hard hit by the weak economy.

The results underscore the challenges Penney's CEO Ron Johnson, the former Apple Inc. executive who came on board a year ago, faces as he tries to change the behavior of shoppers who have grown accustomed in to seeing sales signs of up to 70 percent off. Under Johnson, Penney has been changing everything from its merchandise to its stores. But the centerpiece of his strategy has been to tweak pricing, with the goal of weaning deal-addicted customers off of the kind of heavy discounting that eats away at a retailer's profits.

But customers have not embraced Penney's pricing plan, which it rolled out on Feb. 1. The company has reported mounting losses and sales declines. Investors have sent its shares down nearly 40 percent this year. And critics are questioning whether the chain will ever regain its footing.

Penney, which has acknowledged that it made some mistakes, has done some tweaking. The Plano, Tex.-based company made some adjustments to its pricing in August, just six months after it rolled the plan out. And the company has been changing its advertising to better communicate the plan to customers.

The retailer also has been remaking its stores. It's adding 10 mini-shops with various designers within in stores. The company plans to add 100 shops inside 700 of its 1,100 stores by late 2014. The remaining 400 stores are in small towns and won't feature the full makeover.

Surrounding those shops will be extra-wide aisles that Johnson calls "streets." Along those pathways will be ice cream and coffee bars and wood tables with built-in iPad tablet computers shoppers can use. In the middle of it all, a Town Square will offer activities like Pilates.

Johnson said in September that he's encouraged by sales at the new shops, which are faring better than the rest of the stores.

But Penney still has a long way to go toward revamping its business. The chain said Friday that it lost 56 cents per share, or $123 million in the quarter ended Oct. 27. That compares with a loss of $143 million, or 67 cents per share, in the year ago period. Revenue dropped 26.6 percent to $2.93 billion in the quarter.

Analysts had expected a 15 cent loss on revenue of $3.27 billion.

Revenue at stores opened at least a year dropped 26.1 percent. Analysts expected a 17.6 percent drop. During the first quarter, that measure dropped 18.9 percent, while during the second quarter, it fell 21.7 percent.

On the news of the poor results, Penney shares fell $1.59, or 7.3 percent, to $20.10 in premarket trading on Friday.

Best fitness/nutrition advice?

The best advice I can give for long-term success is to build a foundation. The key is to find a fitness/nutrition plan that works for you and be consistent. Figure out what makes you feel good and develop a plan that you can stick with.? It?s not about hitting a number on the scale and then reverting back to bad habits. It?s about choosing every day to live a healthy lifestyle. This means you have wiggle room to cheat on occasion but you always go back to your foundation.

Best habit?

I make it a habit to plan my week by preparing my food ahead of time and thinking about which days I will workout. I also allow myself to get off track and don?t beat myself up if I do. I just wake up knowing that today I can make a new choice to eat well and exercise my body and feel great!

My fitness goal?

Winning the 2009 Fitness America Pageant fulfilled a huge fitness goal for me. Since then, it?s been about being consistent, keeping my body healthy and strong and striving to continue to improve my overall fitness and strength.

My healthy haven?

I have two favorite healthy havens! Lifetime Fitness is my absolute sanctuary for moving my body and staying fit. Whole Foods is my go-to place for buying fresh organic vegetables and lean proteins. Just walking in the doors of both give me a sense of calm and well-being!

Secret to happiness?

Find your passion, know what makes you tick. We all have an intuitive inner guide ? don?t be afraid to follow it. Embrace your life and yourself exactly as you are today. Yes, you can always improve, but I think we tend to be too hard on ourselves. Be okay with who you are just as you are today.

VATICAN CITY ? The Vatican is digging in after gay marriage initiatives scored big wins this week in the U.S. and Europe, vowing to never stop insisting that marriage can only be between a man and a woman.

In a front-page article in Saturday's Vatican newspaper L'Osservatore Romano, the Holy See sought to frame itself as the lone voice of courage in opposing initiatives to give same-sex couples legal recognition. In a separate Vatican Radio editorial, the pope's spokesman asked sarcastically why gay marriage proponents don't now push for legal recognition for polygamous couples as well.

Catholic teaching holds that homosexuals should be respected and treated with dignity but that homosexual acts are "intrinsically disordered." The Vatican also opposes same-sex marriage, insisting on the sanctity of marriage between a man and woman as the foundation for society.

The Vatican's anti-gay marriage media blitz came after three U.S. states approved same-sex marriage by popular vote in the election that returned Barack Obama to the U.S. presidency, Spain upheld its gay marriage law, and France pushed ahead with legislation that could see gay marriage legalized early next year.

"One might say the church, at least on this front, has been defeated," L'Osservatore Romano wrote. "But that's not the case."

The article insisted that Catholics were putting up a valiant fight to uphold church teaching in the face of "politically correct ideologies invading every culture of the world" that are backed by institutions like the United Nations, which last year passed a non-binding resolution condemning anti-gay discrimination.

"The church is called to present itself as the lone critic of modernity, the only check ... to the breakup of the anthropological structures on which human society was founded," it said.

Vatican spokesman the Rev. Federico Lombardi, for his part, said gays can have their rights protected by means other than through legal marital recognition. He stressed that children should have a right to say they have a father and a mother.

"If not, then why not contemplate freely chosen polygamy, and naturally so as to not discriminate, polyandry?" he asked sarcastically. Polyandry is when a woman has two or more husbands.

"As a result, don't expect the church to stop insisting that society recognizes a specific place for marriage between a man and woman," he said.

The U.S. election had been closely watched at the Vatican because of the strong divisions that erupted during the campaign between the Obama administration and U.S. bishops over gay marriage, which Obama endorsed in May. The administration and bishops clashed more vehemently over Obama's health care mandate requiring nearly all U.S. health insurance plans to cover contraception, which the church opposes.

The U.S. Conference of Catholic Bishops said the contraception mandate - which exempts houses of worship but applies to faith-affiliated employers - is a violation of religious freedom.

The Vatican's reaction to Obama's re-election was tinged with such lingering criticism, with Pope Benedict XVI congratulating Obama and praying that the ideals of freedom and justice continue to be upheld.

Lombardi went further urging the administration to respect essential values in "promoting a culture of life and religious freedom" - Vatican buzzwords referring to abortion, contraception and the insurance mandate.

It was a far cry from the Vatican's enthusiastic response to Obama's election in 2008. Then, the pope termed Obama's election an "historic occasion" in a personal note of congratulations sent right after he won, a break with traditional Vatican protocol that usually sees official telegrams of congratulations sent on inauguration day.

Staten Island?s ?Bluebelt? Doesn?t Fight Superstorms, but Plays Crucial Role in Managing Excess Rainfall

During an eerily foreshadowing talk I attended the week before Sandy came crashing ashore, New York City?s climate resilience advisor, Leah Cohen, assured the small attending audience that PlaNYC 2030, a tentative map for the city?s sustainable growth, outlined no such plans to ?buy back? developed areas in the city?even those dangerously close to the water?s edge. That is true. It?s also true that the city?s Department of Environmental Protection (DEP) has been in the habit of snatching up unwanted acres?most of them inland, not beachfront properties?on Staten Island since 1991.

In the two decades since, the city spent $350 million buying undeveloped land, preserving creeks and ponds, and restoring natural wetland areas. All of it is an answer to Staten Island?s rapid housing and development boom that mostly occurred after the Verrazano-Narrows Bridge opened in 1964. The need to manage excess water runoff during storms outpaced water drainage infrastructure.

Forward-thinking city officials noted that, thanks to the series of ponds and streams carved by a gigantic glacier named Wisconsin more than 10,000 years ago, Staten Island featured a natural drainage system into Raritan Bay, located at the southern tip of the island. The project to link water runoff from streets, then filter it, and guide it back into streams is called the Staten Island Bluebelt, a watery counterpart to the more commonly known ?greenspace? regions of parks in that borough and throughout New York City.

The officials who lead the Bluebelt project want to make patently sure that they are not viewed as storm surge troopers. When Sandy hit, the Bluebelt could do nothing to prevent the combination of rising tide waters and winds that slammed water into the island, because it was never intended to handle such onslaught.

?Sandy didn?t produce the amount of rainfall that we anticipated,? said James Garin, director of engineering for Staten Island?s Bluebelt. The system of stormwater drainage sewers, pipes and excess water retention ponds is designed to handle 1.75 inches of rain in one hour. So because the Bluebelt performed well with the inland rainfall, Garin and Bluebelt project chief Dana Gumb agreed that the city will probably continue to support the project. Currently city workers are expanding a Bluebelt area into the Queens borough. ?The fact that we are buying this land means that people will not live there,? Gumb added.

Sandy didn?t change any plans with the Bluebelt project, and cannot be considered a frontline protection mechanism in future hurricanes and tropical cyclones. However, it is a well-established so-called ?soft? infrastructure that has been working quietly for 20 years. And residents haven?t seemed to mind the city?s good intentions to buy the land.

One week after the eve of Hurricane Sandy, a group of would-be marathoners and I huddled around a shopping cart carrying industrial-grade garbage bags, Swifter pads, paper towels, woolen gloves and hats, and water?lots of water. We listened as a lifelong Staten Island resident told us of halcyon days spent in the shade of beach bungalows in New Dorp neighborhood, a community still covered in the media as one of the hardest hit areas.

?I did all my crying yesterday,? she said. Then, maybe she saw confusion creeping in our faces, as we glanced around, looking for the ruins of the beloved bungalows. ?Mayor Bloomberg bought all that land a while back. We tore those buildings down a long time ago before the storm,? she said.

DETROIT ? In the days since Superstorm Sandy, an alarming prediction has flashed across the Internet: Hundreds of thousands of flood-damaged vehicles will inundate the nation?s used-car market, and buyers might not be told which cars have been marred.

Not true, according to insurance-claims data reviewed by The Associated Press. The actual number of affected vehicles is far smaller, and some of those cars will be repaired and kept by their owners. The dire predictions are being spread by a company that sells vehicle title and repair histories and by the largest group representing American car dealers.

They claim the number of cars damaged by Sandy could be larger than when Hurricane Katrina hit the Gulf Coast in 2005 and marred more than 600,000 vehicles. But an AP analysis of claims data supplied by major insurance companies shows the number of cars reported damaged so far is a fraction of that.

The companies ? State Farm, Progressive, New Jersey Manufacturers and Nationwide ? have received about 31,000 car-damage claims.

?It?s not anything near what we?re talking about in the Katrina situation,? said James Appleton, president of the New Jersey Coalition of Automotive Retailers, a statewide association of more than 500 dealers.

Frank Scafidi, a spokesman for the National Insurance Crime Bureau, an insurance company group that monitors fraud and other trends, concurred, saying insurers watched by his group are logging far fewer claims than they did with Katrina.

?It doesn?t translate to there?s going to be 2, 3, 400,000 cars out of this thing just because this is such a huge geographic storm,? Scafidi said.

Other large insurers, such as Farmers, Allstate, Geico, Liberty Mutual and USAA, either did not return calls or declined to release claims information.

Because many communities are still cleaning up from the superstorm, more claims are bound to come in. But the total is not likely to grow significantly. Ten days after Sandy, the rate of claim submissions is already starting to slow. And many of those cars will have relatively minor damage unrelated to water, meaning they can be fixed and returned to their owners.

About 14,000 new cars were also damaged by Sandy while they sat on docks in the New York area awaiting shipment to dealers. But most of those vehicles won?t end up on sales lots. Automakers will have severely damaged cars crushed because they don?t want their brand name hurt by substandard vehicles circulating in the marketplace.

To be sure, flood-damaged cars can be a serious problem. Once a vehicle is dried out, the damage may not be immediately apparent, so the car can often be sold to an unsuspecting buyer.

Beneath the surface, the water can damage computers that control everything from the gas pedal to the entertainment system. Saltwater, like that from Sandy?s storm surge, is especially harmful, causing corrosion in electrical and mechanical parts that can pose problems for years.

Companies like Carfax, a Centreville, Va., provider of vehicle-history reports, stand to benefit if more buyers are worried about the risk of purchasing a flooded car. The company charges $39.99 for a single report, although it also contracts with dealers and manufacturers, so many reports cost less. About 170 million reports are viewed each year.

Carfax, a privately held subsidiary of the R.L. Polk & Co. automotive data firm, put out a news release Tuesday speculating that Sandy?s toll on cars would exceed the damage left by Katrina.

In an interview, company spokesman Larry Gamache said early indications were that more vehicles could have been damaged in the densely populated Northeast than were damaged by Katrina in 2005 along the more sparsely populated Gulf Coast. He estimated that half of them, more than 300,000, would find their way back onto the market as used cars.

?I think it?s partly due to the breadth of the storm and the intensity of the storm and where the storm hit,? Gamache said.

A spokeswoman for Experian, which runs a Carfax competitor called AutoCheck, said the area that got blasted by Sandy has 9 million registered cars, far more than in the Gulf region struck by Katrina.

On Wednesday, the National Automobile Dealers Association put out a statement estimating that 200,000 or more flooded cars could be resold as used.

The trade organization warned that the storm could crimp the supply of clean used cars, potentially driving up prices. But its estimate was based on reports from third parties that showed 600,000 cars were damaged in Katrina and that Sandy would cause about one-third of the dollar damage from Katrina.

?There was not an incredible amount of science behind it,? conceded Jonathan Banks, executive automotive analyst with the NADA Used Car Guide.

Katrina overwhelmed low-lying areas of the Gulf Coast, including New Orleans, which is below sea level, causing widespread flooding. Many people in Katrina?s path didn?t evacuate, and car dealers didn?t have many options to protect inventories.

In hard-hit New Jersey, flooding from Sandy was mainly confined to a strip along the coast from Atlantic City to New York, and most people evacuated those areas, Appleton said.

In the western part of the state, ?unless a tree fell on your car, your car wasn?t even at risk,? he said.

Chris Basso, another Carfax spokesman, said the company relied on an estimate from a trusted industry source in putting out its news release. He said it was just an estimate, and the final number won?t be known for a while.

?All we?re trying to do is make sure people are looking out for these cars,? he said. ?Because eventually they?re going to make their way back onto the road.?

Regardless of the predictions, thousands of flood-damaged cars will certainly be resold, and buyers need to be cautious.

Unlike the automakers who destroy badly damaged inventory, dealers, insurance companies and others often resell flooded cars to recoup their losses.

If the cars were declared total losses by insurance companies, states require them to get new titles branding them as flood-damaged vehicles. But some sellers don?t disclose that, and some even move the cars from state to state to wash the branding off the titles.

So even if the numbers are far smaller than the estimates, anyone buying a used car in the coming months should check the title and repair history and have the car inspected by a mechanic. Buyers can also do their own inspection, sniffing for musty odors and checking for mud and debris under the dashboard.

?People just have to be a little smart about this,? said Scafidi, of the insurance company group. But he added, ?We don?t want to sit here and say the sky is falling.?


Seven tips for avoiding a flood-damaged car:

? Run the car?s vehicle identification number through Carfax at www.carfax.com, AutoCheck at www.autocheck.com, or VinCheck at www.nicb.org/theft_and_fraud_awareness/vincheck. The services can usually tell you if a car?s been damaged or if it?s been totaled by an insurance company.

? Have the car inspected by a mechanic, who can put it on a lift and check the undercarriage for water damage or debris from flood waters.

? Check the interior yourself for signs of water damage. Sniff for a musty smell. Look for signs of freshly shampooed carpet. Check under the floorboard carpet for water residue, rust, or water stain marks. Look under the dashboard for dried mud or other flood residue. Check for rust on screws in the console and other areas where water wouldn?t normally be present.

? Check the trunk for moldy smells, water stains, rust or debris.

? Look under the hood for mud or grit in the alternator, behind wires and around small openings in starter motors and power steering pumps.

? Follow wires to check for signs of rust, water residue or corrosion.

? Check the undercarriage for evidence of rust or flaking metal that wouldn?t normally be on newer vehicles.

Samsung SDI, Philips, LG, Technicolor, Panasonic and Toshiba are said to be facing heavy fines from the European Commission due to alleged involvement in a TV cathode-ray tube price fixing ring. According to Reuters, the fines will be announced on November 28th and can reach up to ten percent of the turnover during the period which the cartel was said to have ran. Based on 2011 revenues, LG could be fined up to $5 billion, while Dutch-based Philips would top out at around $2.9 billion. While the fines aren't expected to reach such heights, it will definitely take more than a few Black Friday blowout sales to recover this type of coin.

(AP) ? Mike Brown followed an 11-time NBA champion coach with the Los Angeles Lakers, taking charge of a roster packed with aging talent and a franchise anticipating more titles.

And after just 71 regular-season games, the Lakers decided Brown wasn't the man for a pressure-packed job.

The Lakers fired their coach on Friday after a 1-4 start to his second season in charge, making one of the earliest coaching changes in NBA history.

Lakers general manager Mitch Kupchak announced the surprising move several hours before the club hosted Golden State. Assistant coach Bernie Bickerstaff agreed to run the Lakers against the Warriors while the club's top brass began what's likely to be a swift search for Brown's replacement just 18 months after his hiring.

"The bottom line is that the team is not winning at the pace we expected this team to win, and we didn't see improvement," Kupchak said at the Lakers' training complex in El Segundo.

Los Angeles began the season with sky-high expectations after trading for center Dwight Howard and point guard Steve Nash, adding two superstars alongside Kobe Bryant and Pau Gasol. But the Lakers went 0-8 during the preseason last month for the first time in franchise history before stumbling into the regular season with an 0-3 start, losing to Dallas, Portland and the Clippers.

After finally beating Detroit last Sunday for their first win, the Lakers looked listless again in a loss at Utah on Wednesday, dropping to last place in the Western Conference. Los Angeles' defense has been largely poor, and the players acknowledge they still haven't figured out the new offense installed by Brown during training camp.

"They either weren't getting it, or they were going to take too long to get it," Kupchak said. "And we weren't willing to wait to see which of the two it was."

With a combination of an aging core of talent and a massive payroll, Kupchak and owners Jim and Jerry Buss decided they couldn't wait even one more weekend to start winning. Brown was dismissed in a morning meeting before the Lakers began a six-game homestand.

"We're not looking five or 10 years down the road," Kupchak said. "This team was built to contend this year. There's no guarantee that this team can win a championship, but we feel that it can be deeply in the hunt. We're also aware that our players ... are getting older, so our feeling is that we can contend at this level for another couple of years."

Bickerstaff said he was "shocked" by Brown's firing, echoing the feelings of virtually every assistant coach and player. The 68-year-old veteran coach only joined Brown's staff in September, but agreed to take over on an interim basis when Kupchak, his former player in Washington, asked him.

"We have a professional obligation to come to work and do our jobs," Bickerstaff said. "The emotional part of it has to be set aside. ... I just don't want the guys looking over at the bench tonight. I want them to go play and have some fun. You can't make a multitude of changes in six, seven hours."

In his brief news conference, Kupchak did nothing to squelch speculation Phil Jackson could return for a third tenure with the Lakers. The 67-year-old Jackson walked away from the club in 2011 with few apparent hard feelings, and his health has markedly improved after knee replacement surgery during his time away from the NBA.

Kupchak said he hadn't reached out to any candidates for the job, but thinks it's likely the Lakers will hire an experienced coach who isn't currently working. Jackson still spends most of his time in Los Angeles, even visiting the Lakers' offices on occasion ? and Jim Buss' sister, Lakers executive Jeanie Buss, is Jackson's longtime girlfriend.

"When there's a coach like Phil Jackson, one of the all-time greats, and he's not coaching, I think you would be negligent not to know that he's out there," Kupchak said.

Mike D'Antoni also is a likely candidate for the job, given the former Phoenix and New York coach's ties to the Lakers' roster. Nash enjoyed a long stretch of success in D'Antoni's up-tempo offense with the Suns, winning back-to-back MVP awards, and Bryant was a big fan of D'Antoni as a player while he grew up in Italy.

Brown, the longtime Cleveland Cavaliers coach, was hired in May 2011 to replace Jackson, signing a four-year deal worth roughly $18 million. Kupchak said the eight-figure payout they'll have to make on Brown's contract wasn't a factor in their decision.

"It's a pretty direct message to all of us," Gasol said while leaving the Lakers' shootaround Friday morning in El Segundo. "There's no messing around. It's time for all of us to step it up."

Bryant, in his 17th season with the Lakers, posted his thoughts on Facebook after shootaround.

"Tough day," Bryant wrote. "I've seen coaches as well as friends come and go. No matter how many years I've been playing, it's still hard to deal with. I had a good relationship with Mike and I will continue to have one. ... I'm not sure what direction we are heading in next. All I can do is focus on the here and now."

Brown's players all were fully behind him in public, with Bryant vocally suggesting critics of the Lakers' new offense should give them time to get it working. Bryant missed a significant portion of training camp while dealing with minor injuries, and Nash has a small fracture in his leg that has kept him out of the lineup since the Lakers' second game. Nash could be sidelined into December.

Yet the Lakers had given no indication they might demolish their coaching staff until Kupchak gathered the players Friday morning to inform them of the decision.

While Lakers fans reacted with their usual panic whenever the 16-time NBA champions lose a few games in a row, Kupchak and Buss publicly appeared to stand firmly behind Brown, who had pleaded for patience, saying the Lakers might not hit their stride until January after so many changes.

"I have great respect for the Buss family and the Lakers' storied tradition, and I thank them for the opportunity they afforded me," Brown said in a statement issued by the Lakers. "I have a deep appreciation for the coaches and players that I worked with this past year, and I wish the organization nothing but success as they move forward."

Coaches reacted with surprise around the league after Brown's dismissal was announced. He is thought to be the first NBA coach to make it fewer than six games into a season since Dolph Schayes left the Buffalo Braves after one game in 1971.

"When you see one of your coaching peers, part of your fraternity, not getting an opportunity, it's tough," Miami coach Erik Spoelstra said. "We know that this business is like. At the same time, really, we just want an opportunity when you're coaching, a full season, health, et cetera, all those factors to be right. Mike is an excellent coach. He's proven it. He's got a track record. That's a shame that it came down to that."

Boston coach Doc Rivers said the firing was "awful," noting he had similar feelings when Orlando fired him following a 1-10 start in late 2003. Pistons coach Lawrence Frank sarcastically suggested five games "was enough of a sample" to judge the Lakers, saying he thought Brown "would have done a great job."

"Look, all of us in coaching understand the drill, so it's not a sympathy card," Frank said. "You just really wish for anyone that you're given a legitimate shot."

Along with the usual urgency accompanying any Lakers season, Howard is under contract for just one more season before the six-time All-Star center can become a free agent. The Lakers' core players around Howard are all over 30, and the 38-year-old Nash barely made his debut before getting sidelined.

Los Angeles went 41-25 and reached the second round of the playoffs last season in Brown's debut, losing to Oklahoma City. Brown received criticism even for that largely successful season, with Magic Johnson predicting Brown would be fired if the Lakers lost to Denver in the first round.

Brown implemented a new offensive scheme this fall that didn't appear to suit his players' talents, yet the Lakers also played spotty defense, Brown's specialty. The Lakers' Princeton-inflected offense received ridicule, but Bryant and his teammates largely defended the motion scheme, saying they needed time to implement it.

"I don't think we lost faith at any moment," Gasol said. "I think we all believed in what we were trying to do. We also understood it was going to take a little bit of time to do things the way they should have been done. As far as our game, it wasn't happening as fast as we all wanted it to."

The 42-year-old Brown has won just about everything except a title. He led Cleveland to the 2007 NBA Finals and went 272-138 over five seasons with the Cavaliers, becoming the most successful coach in franchise history.

Bickerstaff was a head coach in Charlotte, Seattle, Denver and Washington, going 415-517.
