Obama approval rating slides: Scandals taking toll?

Is political controversy dragging down President Obama?s approval rating? That?s what the results of a new Quinnipiac University poll appear to indicate.

The survey finds Mr. Obama?s job performance numbers underwater, with 45 percent approving of his presidential actions and 49 percent disapproving. That represents a reversal from a May 1 Quinnipiac survey, when 48 percent of respondents approved of Obama?s performance and 45 percent disapproved.

Obama?s standing with self-identified Republicans and Democrats stayed pretty much the same. The difference in the latest poll was independents, who gave the president a negative 37 percent to 57 percent rating, compared with a negative 42 percent to 48 percent rating on May 1.

This slide occurs at a time when the White House has been dogged by criticism about its actions in the wake of last September?s fatal attacks on a US building in Benghazi, Libya, the apparent targeting of conservative nonprofit groups by the IRS, and the Justice Department?s surreptitious investigation of journalists? communications.

In the Quinnipiac survey, a plurality of voters dismissed the Libya investigation as ?just politics.? They appeared to take the IRS matter much more seriously, however. By a margin of 76 percent to 17 percent, respondents said a special prosecutor should investigate the IRS charges.

?There is overwhelming bipartisan support for a special prosecutor to investigate the IRS,? said Peter Brown, assistant director of the Quinnipiac Polling Institute, in a press release.

It?s important to note, however, that this is just one poll. The RealClearPolitics rolling average of major polls still has Obama?s rating above water (barely), with 48.7 percent approving of his actions and 48 percent approving.

Some other individual surveys that asked questions over the same days as Quinnipiac found much different results. Gallup?s latest rolling job approval rating, which includes responses collected up until May 28, has a 50 percent positive score for the president, with 43 percent disapproving of his job performance.

That?s not any different from the beginning of the month. On May 1, Gallup reported an identical 50 percent to 43 percent Obama job-performance split.

The bottom line is that it still may be too early to tell if current political controversies will be a continued drag on Obama?s polls. Overall, the RealClearPolitics average has bounced around over the past month, showing no clear trend of either down or up.

Ethan Hawke and Julie Delpy are both fine actors, but you'd be hard pressed to sit engrossed in a conversation between any actors that goes on for more than a couple of minutes. Usually. But not here.

Linklater and his actors expose small fissures with an admirable subtlety.

What Linklater, Delpy and Hawke have achieved with their trilogy is at once fluidly cinematic and novelistic, with stories behind the stories and possible endings beyond the endings we're given.

The Before series has steadily gotten better as it goes along, which is more than any but the most optimistic among us dare to hope for from love.

Before Midnight is the fullest and richest and saddest of the three movies in the trilogy.

the actual give-and-take between the characters is uncomfortably emotionally accurate, which means it will make an excellent, if challenging, date movie for both new and old couples.

Their discussions have the rhythm of real life, as likely to generate nods of recognition from couples in the audience as start a fight between them on the way home.

Ethan Hawke and Julie Delpy come off as if they were conjoined for the past nine years in the gloriously-acted, hypnotically-conversational conclusion to the Before Sunrise trilogy -- the year's first legit contender for awards season love.

The last 40 minutes consisting of acute, sharp, and biting dialogue reminiscent of 'Who's Afraid of Virginia Woolf' make sitting through the excruciating first hour worth it.

Brilliant, mature third chapter to heartfelt romantic saga.

Truth is beauty, and beauty truth, but they're not necessarily romantic nine years into a serious committed relationship with two kids in the backseat.

No matter how long the gap between movies has been or how completely the characters' lives have changed, when Jesse and Celine turn to each other and start one of their famously epic conversations, it feels like no time has passed at all.

A life-affirming, emotionally captivating and rewarding experience. It treats the audience like sophisticated, mature adults---a demographic that has been sorely neglected by Hollywood nowadays.

The combination of high-level performance and subtle construction, in a picture in which nothing blows up, is actually thrilling.

While not the most fun or sexiest film in this trilogy -- do you want to watch mom and dad fight for 30 minutes straight? -- it's easily the most necessary, and it's the logical extension of where this relationship story should and must go.

The actors have mastered these roles, and Linklater's observational style is so perfected that they could go on speaking for hours

You feel how much is at stake when they argue, how real the damage they inflict, and you can't shake it off. It's a spectacular movie.

Congressmen in Russia to investigate Boston attack

MOSCOW (AP) ? A U.S. congressional delegation is spending a week in Russia meeting with high-level government and security officials to investigate whether more could have been done to prevent the Boston Marathon bombings.

Russia warned the United States in 2011 that bombings suspect Tamerlan Tsarnaev was a potential terrorist threat, but did not respond to U.S. requests for more information.

"We think there is some information that is vital for us to know that hasn't been made public yet," Rep. Dana Rohrabacher, the California Republican who is leading the delegation, said Wednesday after the congressmen laid a wreath at the site of a 2000 terrorist attack in Moscow.

The delegation includes Rep. Michele Bachmann, who announced early Wednesday she wouldn't run for re-election in 2014. She was scheduled to arrive in Moscow late Wednesday, a day after the rest of the delegation.

Tsarnaev, who was killed by police a few days after the April 15 attack in Boston, spent six months last year in Dagestan, a southern Russian province that is the center of a low-level Islamic insurgency. U.S. investigators are trying to determine whether Tsarnaev was radicalized during his time there.

Tsarnaev has ethnic roots and relatives in Dagestan and also in neighboring Chechnya, where federal troops and separatist militants fought two devastating wars in the past two decades. The wars spawned the Islamic insurgency that has spread throughout Russia's Caucasus.

Politico reported Tuesday that the congressional delegation had originally planned to visit Chechnya with help from action movie star Steven Seagal, but then reconsidered.

Seagal, who met with President Vladimir Putin in March, visited Chechnya's strongman leader Ramzan Kadyrov last week. Kadyrov's spokesman posted a picture of Seagal on Instagram and quoted him as saying that he would return this week with the congressional delegation.

Rohrabacher confirmed to The Associated Press that the delegation had been in touch with Seagal, but declined to comment further.

Kadyrov often boasts of his success in quashing terrorism, but rights activists accuse him and his feared security forces of staggering abuses, including abduction, torture and murder.

Although the U.S. and Russian presidents have pledged to improve counterterrorism cooperation, both sides have accused the other of being less than forthcoming. U.S. officials have expressed frustration with the lack of information provided by Russia.

Russia's security services this month said they had caught a U.S. Embassy employee in a clumsy attempt to recruit a Russian counterterrorism officer specializing in Dagestan. Russia accused the American of working for the CIA and expelled him.

In addition to Bachmann and Rohrabacher, who is chairman of the U.S. House Foreign Affairs Committee's Subcommittee on Europe, Eurasia and Emerging Threats, the congressional delegation includes William Keating, Steve King, Paul Cook and Steven Cohen.

LONDON, United Kingdom ? ?I think that the irony of me designing stores is that my first job as a student was at Harrods and I only got it to get the staff discount. I had seen a documentary on television about Harrods when I was still living in Dublin and thought ?Oh, I?m going to apply there so I can buy nice clothes.? Indeed, a few decades later David Collins is a highly sought-after architect and interior designer and counts the iconic department store in Knightsbridge amongst his clients.

Since he founded his firm, David Collins Studio, in 1985, Collins made his name designing some of London?s most celebrated drinking and eating venues, including Piccadilly brunch institution The Wolseley and a number of luxurious hotel bars, including the shimmering Connaught. He has also designed hotel and restaurant interiors as well as private residences everywhere from Cape Town to Bangkok.

But lately, Collins has been increasingly in demand among an international set of blue-chip clients from the world of fashion, including Bergdorf Goodman, Milanese heritage brand Larusmiani and Alexander McQueen. And, just today luxury footwear brand Jimmy Choo has announced that it has enlisted David Collins Studio to come up with a new concept for its global fleet of stores, to be unveiled in Beverly Hills next year.

Collins grew up in Dublin, ?reading fashion reports in the Irish papers.? One of his earliest memories is of colour, ?I remember sleeping in a pale blue room and loving the colour of the room.? And from a young age, he was a precocious design geek, perusing books of glamorous black-and-white photographs of golden-age Hollywood stars at his local library when he was only nine years old.

?I understood that something that is done really simply but beautifully can become very interesting. It is difficult to explain rationally why, but has something to do with the sense that I get when I look at a piece of lacquer, whether it is a sprayshop [job] or the result of 27 individually applied layers of colour each one left to dry for 72 hours before the next application? Or if I look at a piece of Chanel jewellery, it?s just leaded glass that?s got a pearlescent paint colour on it,? but since I was a kid, I find all of that fascinating. I don?t know why, but I do.?

Collins? early affinity for colour and gleaming surfaces that conceal a complex understory have remained a constant influence throughout his career. In fact, the luminosity he discovered in photography books and cinema are evident in his interior-design work, which tends to have a varnished, jewel-box quality, often enriched with layered textures and unusual patterns. The colour blue, in particular, is of recurrent significance in Collins? design lexicon as well as in his personal wardrobe. ?People tease me that everything I wear is another iteration of exactly the same thing.?

He studied architecture at the Bolton Street School of Architecture. ?It seemed something creative that didn?t take a great deal of hard work to get by on.? But after practising for a couple of years, Collins fell into interior design by accident, when someone asked him to design their house the day after he had quit his secure day-job. ?It happened by lucky happenchance, there was nothing planned about it. I knew nothing about fabrics or paint. But while I got into this second career by accident, it started with a momentum that has never stopped.?

As he rose to the top of his profession with landmark projects like the Blue Bar at the Berkeley and Claridge?s Bar, Collins says he has challenged himself with every new project ?I always tell myself, if I am going to do this job, how can I make it more interesting or make it different, that?s what has driven my career. And sometimes I try something that Miuccia Prada inspired me to do, which is I transport myself into a more difficult place and say ?what if chromium yellow was my favourite colour, how would I do that?? Because sometimes you have to push yourself out of your comfort zone in order to be creative.?

Similarly, he is not afraid of deliberately upending conventions of taste, ?When I first started working, the epitome of bad taste was gold taps, that?s how you summed up bad taste. So in a lot of the early work I did, I used a lot of gold leaf because I thought, ?Well, why is that bad taste? It?s only bad taste because someone has decided that chrome is cool.? It?s quite challenging to change your perceptions.?

The second floor of Collins? Fulham, London, studio is a beehive of activity, with 50 to 60 people working in different teams: residential, hotel, retail and residential,? ?The better your team, the better chance you have to get the job done right. You must have the best artisans, the best contractors, and the best people to bring it in on time and on budget. We are a results-driven business, to us if a store is late it?s a big problem.?

Indeed the designer ? whose work involves extensive prototyping of materials, treating materials in an interesting way or hand-dyeing materials ? works with many craftsmen around the globe to achieve his famously perfectionist visions. Collins might like the design on a plate or a detail of a painting and have it blown up and turned into a silk carpet, or have a fabric hand-crocheted for a one-of-a-kind piece of furniture. ?I make completely impractical things.? Consequently, every project is a logistical feat, as at any give time, Collins? studio might be working with manufacturers and artisans in Britain, Italy and Nepal.

As a big part of his job is to review, edit and check on things, Collins is big on to-do lists and on writing things down, most often in the little Herm?s ?Globetrotter? notebooks he has been using for years. ?In the middle of the night I may think about how to cut up a fabric. And because I think very numerically, sometimes if I?m looking for ideas, I?ll just think of a list of 27 random things and write them down.?

But he makes it very clear that being an interior designer isn?t just about brainstorming and choosing fabrics. ?My job is about managing expectations, planning financials, running a business. Designing is easy, getting things built is quite complicated. We?re building huge projects on the other side of the world, it?s quite challenging to deliver those things and requires a lot of resilience and thinking.?

Because of his stature in the field, Collins? services come at no small cost to his clients, a price-tag he sees as an investment in their brands. ?People can say that people like Peter Marino and I are expensive, but I think the value we return on businesses is undeniable.?

?The design business is a business that can be a model for losing money, because your ego can cause you to overdeliver. In a way, the better I do my job the less money I make. To get things looking good means going back and endlessly refinishing refining things, and that costs money. So you have to manage your ego and expectations.?

In collaboration with the label?s creative director Sarah Burton, Collins is responsible for the new look for Alexander McQueen stores that is being gradually rolled out around the world, from Bal Harbour and Shanghai, both unveiled last year, to the New York flagship that is set to open on Madison Avenue this summer. ?I don?t go to many fashion shows but I had been to almost all the McQueen shows in Paris, so I really understood the almost fetishistic attention to detail and to reinterpreting the human form that is in the brand?s DNA.?

Collins used his expertise with materials and forms to translate the house?s specific vocabulary into a retail concept. ?Lee McQueen started off in Savile Row as a serious cutter, so I wanted to take a material that could be as pliable as fabric and that you could drape in the same way. I decided to work in plaster to create these panels that are inspired by foliage, feathers, vertebrae, wings and bones and form the backdrop to the store.?

?Lee was also quite obsessed with the woman?s waist and I wanted to express that silhouette?and in the end we did it through the ceilings which were really complicated to design.? Similarly, the fractured appearance of the marble floor at the Shanghai boutique is informed by a corset the founder of the house had made out of porcelain, then shattered into a thousand little shards and finally meticulously assembled back together.

But apart from such painstaking refinement, designing a luxury retail environment comes with its own unique set of practical challenges. ?We have to tap into a palette that looks uniquely correct for the brand but at the same time doesn?t look anodyne. Moreover the store has to be something that can evolve with four collections a year. So even though the detail of the store is quite obsessive, it has to unfold very gradually. The store becomes more and more complex the closer you look.?

?We have to understand how the garments are going to be hung, how they?re going to be folded, how they?re going to be merchandised, how they?re going to be lit and, decide, from the beginning, ?do we see this as an accessories store or do we see this as a clothing store.? In the end, we?ve had to create something that is strong enough to be uniquely McQueen but commercial enough that it can be merchandised.?

After so many years in the business, Collins has no shortage of advice for students dreaming of designing beautiful interiors for a living. ?Go and work for a really good firm, it?s quite a lonely business being an interior designer, it?s quite overwhelming if you?re on your own. And when I was starting out it wasn?t even as demanding as it is now,? he says. ?A turning point for me was when I stopped listening to what people wanted and they started listening to what I wanted. It?s often the jobs you say no to that make your career.?

Why the Red Cross is sitting on Sandy funds

NEW YORK (AP) ? Seven months after Superstorm Sandy, the Red Cross still hasn't spent more than a third of the $303 million it raised to assist victims of the storm, a strategy the organization says will help address needs that weren't immediately apparent in the disaster's wake.

Some disaster relief experts say that's smart planning. But others question whether the Red Cross, an organization best known for rushing into disasters to distribute food and get people into shelter, should have acted with more urgency in the weeks after the storm and left long-haul recovery tasks to someone else.

"The Red Cross has never been a recovery operation. Their responsibility has always been mass care," said Ben Smilowitz, executive director of the Disaster Accountability Project, a nonprofit group that monitors aid groups. "Stick with what you're good at."

Storm victims could have used more help this past winter, said Kathleen McCarthy, director of the Center for the Study of Philanthropy and Civil Society at the City University of New York.

"People were cold. Homes mildewed. There wasn't enough decent housing," she said. "Given the lingering despair, it's hard to understand the argument that 'We are setting that money aside.'"

As Americans open their wallets to assist tornado victims in Oklahoma, the Red Cross is again emerging as one of the most important relief organizations on the ground and also one of the most prodigious fundraisers for victims. As of Thursday, it had raised approximately $15 million in donations and pledges for the tornado response, including a $1 million gift from NBA star Kevin Durant and numerous $10 donations, pledged via text.

The Red Cross was also the No. 1 recipient of donations after Sandy. The organization said it still had $110 million remaining from its pool of storm donations as of mid-April, which were the most recent figures available.

Red Cross officials pledged that all the money in its Sandy fund will eventually be spent on the storm recovery and not diverted to other disasters or used to support general Red Cross operations.

Over the next few months, the Red Cross expects to spend as much as $27 million of its remaining Sandy donations on a program providing "move-in assistance" grants of up to $10,000 to families displaced by the storm. About 2,000 households have been assisted by the program so far, with an additional 4,000 waiting for an eligibility determination.

Part of the delay in spending, officials said, is to wait to see how the hardest-hit states allocate a $60 billion pot of federal relief dollars and address gaps in the government aid package.

"We are waiting to see where the greatest need is going to be over time," said Josh Lockwood, CEO of the Red Cross Greater New York Region. "We are more concerned with spending our resources wisely rather than quickly."

Some disaster relief experts said holding funds in reserve was indeed a smart move.

Much of the toughest and most expensive relief work after a natural disaster comes not during the initial months but during the long-term rebuilding phase after the public's attention has waned and new donations have stopped flowing, said Patrick Rooney, associate dean at the Indiana University Lilly Family School of Philanthropy.

"It would be splashier, perhaps, to spend the money right away while the media is still there and the donors are still looking," he said. "But the important needs, from the cost perspective and the recipient perspective, take place after the headlines are gone and after the cameras are gone."

Red Cross officials noted that a year after a tornado killed 158 people in Joplin, Mo., it found itself providing a new round of mental health services to survivors. The cholera epidemic that killed thousands of people following a massive earthquake in Haiti, where the Red Cross was also criticized for not spending donations faster, also didn't start until nearly a year after the disaster.

The Red Cross says it is planning substantial grants to other nonprofit groups doing Sandy recovery work and is doing much of its current work in conjunction with charitable partners with local ties.

Red Cross volunteers working in conjunction with the organizing group New York Cares are going out several days a week to muck and clean flooded homes and remove mold. Red Cross staff and caseworkers have been holding "unmet needs roundtables" in hard-hit communities, trying to identify victims not covered by traditional aid programs.

"Our experience shows that as the recovery goes on, the needs of survivors will evolve," said Roger Lowe, Red Cross senior vice president. "It's important to make sure some money is available for those needs no one can predict right now."

Other organizations that raised large sums for the relief effort have also held back money while they evaluated the wisest way to spend it.

The Hurricane Sandy New Jersey Relief Fund, led by Mary Pat Christie, the wife of New Jersey Gov. Chris Christie, raised $32 million after the storm but didn't begin awarding grants on a large scale until April. So far, it has given about $11 million, with the biggest grants going to local organizations building or repairing housing.

The United Way, which raised $9.7 million in a Sandy recovery fund for New York, New Jersey, Connecticut and some parts of Pennsylvania, said it has spent about $4 million of that total to date, though another $2.5 million is set to go out soon.

"We always knew, from the very beginning, that our fund and our resources would be for longer-term strategies," said United Way of New York City President Sheena Wright. "We feel good about the timeframe."

That strategy of holding some cash to spend later contrasts with the approach taken by the Robin Hood Foundation, which was in charge of distributing more than $70 million raised by a Dec. 12 benefit concert by Bruce Springsteen, The Rolling Stones and other music royalty.

That fund was depleted entirely by April, with grants given to 400 relief organizations ranging from food banks to legal services to volunteer rebuilding groups.

Robin Hood spokeswoman Patty Smith said the foundation moved as fast as it could because it believed that delays in government aid were leaving big gaps in services.

Red Cross officials say they have the ability to meet both long-term and short-term needs, noting the organization has served 17 million meals and snacks, distributed 7 million relief items, mobilized 17,000 workers and volunteers, and provided 81,000 overnight stays.

Its efforts won over early critics like Staten Island Borough President James Molinaro, who assailed the Red Cross response in the days immediately after the storm but now praises it as having provided vital help.

"They've come a long way since Day One," Molinaro said.

The statement, from my Spanish husband, was not one of fact but of disbelief and disdain. ?They? referred to the European Union.

I was busy typing away on another story and only half paying attention, but my first thought?was that this was some kind of austerity measure by restaurateurs. Then I recalled a plan in Mexico ? to take salt shakers off of tables to counter diabetes ? and I thought it could be a health-driven measure (though yes, I know olive oil is one of the good fats).

But then he explained and got my full attention: ?It?s to reduce fraud.? The EU was mandating that the restaurants of its 27 member countries use sealable olive oil jars to prevent refilling with subpar product, replacing the glass bottles ubiquitous in Spain or the dipping bowls of Italy.

My husband has many friends who are starting to lose their jobs and a few have already run out of unemployment benefits. His nieces and nephews are just starting college and looking at a job market with 50 percent youth unemployment. ?Aren?t there big enough problems to deal with?? he asked, exasperated.

The EU apparently agrees with him, or buckled under the pressure of others who were similarly dismayed by the plan. On Thursday, the press corps in Brussels reported that the European Commission scrapped the measure, which was supposed to go into effect on Jan. 1.

Some memorable quotes emerged from the brouhaha. One of my favorites: the?German newspaper S?ddeutsche Zeitung called it "weirdest decision since the legendary curvy cucumber regulation," a reference to EU rules, no longer in existence, controlling the shape of fruits and vegetables that could be sold in supermarkets.

According to the New York Times,?Prime Minister Mark Rutte of the Netherlands called it ?too bizarre for words.?

And?Prime Minister David Cameron of Britain?got yet another chance to chastise the EU's heavy-handedness, calling the rules ?exactly the sort of area that the European Union needs to get right out of, in my view.?

The move, the EU was at pains to point out, was to protect consumers, both in terms of hygiene and ensuring that consumers get what they pay for. And representatives from 15 of 27 countries supported the measure, including major olive producers like Italy and Spain.

Instead, they were mocked across Twitter.???EU once more shows its razor-sharp focus on the big picture with, er, uh, ban on?olive oil jug,? read one feed. ?EU protects citizens from dangers of unregulated?olive oil?bottles,? read another.

Obama and Christie yet again; emphasis on recovery

WASHINGTON (AP) ? President Barack Obama is looking to get his groove back ? at the beach.

A post-Hurricane Sandy tour of the New Jersey coast line on Tuesday, gives the president a chance for a three-point play that can move him ahead of the recent controversies that have dogged the White House. With New Jersey's Republican Gov. Chris Christie at Obama's side, effective government, bipartisanship and economic opportunity will be the unmistakable message in the face of the coastal recovery.

For Obama, the tour helps him continue redirecting the political conversation after two weeks of dealing with the fallout over the administration's response to terror attacks last September in Benghazi, Libya, the targeting of conservative groups by the Internal Revenue Service and the Justice Department's review of journalist phone records as part of a leak investigation.

The visit occurs as Congress is away for a Memorial Day holiday break, a weeklong recess that likely will silence the daily attention lawmakers, particularly Republicans, had been paying to the three political upheavals. It also comes just days after Obama started seeking to change the subject in Washington with a speech defending his controversial program of strikes by unmanned drones and renewing his push to close the Guantanamo Bay, Cuba, detention facility.

On Sunday Obama traveled to Oklahoma to view damage from the recent tornado and console victims of the deadly storm.

For Christie, the president's appearance is yet another way to showcase his beloved Jersey Shore. The Republican has been touting it throughout the Memorial Day weekend as a destination point that is back in business and he broke a Guinness World record Friday by cutting a 5.5 mile ceremonial ribbon that symbolically tied together some of the hardest-hit towns by Sandy. The state has a $25 million marketing campaign to highlight the shore's resurgence in time for the summer season.

Both men will reprise the remarkable bipartisan tableau they offered during Sandy's immediate aftermath when Obama flew to New Jersey just days before the election to witness the storm's wreckage. Politically, the visit plays well for both men. Christie, seeking re-election this year, will stand shoulder to shoulder with a president popular among Democrats in a Democratic leaning state. And Obama, dueling with congressional Republicans on a number of fronts, gets to display common cause with a popular GOP stalwart. (Obama has not scheduled any face time with state Sen. Barbara Buono, Christie's likely Democratic opponent in the governor's race).

Christie, in an interview with NBC's Matt Lauer on Friday, downplayed the politics, even when asked if ties to Obama could hurt him among conservatives if he were to seek the Republican presidential nomination in 2016.

"The fact of the matter is, he's the president of the United States, and he wants to come here and see the people of New Jersey," Christie said. "I'm the governor. I'll be here to welcome him."

To be sure, New Jersey is still rebuilding. Obama is visiting those regions that have been among the first to recover ? Christie ranks the recovery of the state's famous boardwalks as an eight on a scale of 10 but concedes that in other parts of the state many homeowners are still rebuilding six months after the devastating superstorm struck. Overall, the storm caused $38 billion in damages in the state, and harmed or wrecked 360,000 homes or apartment units.

But the coastal recovery is a big potential boon for the state where tourism is a nearly $40 billion industry.

For Obama, coming off a week that had the IRS in the crosshairs of a scandal, the trip also offers an opportunity to demonstrate the work of another part of government that provides a foil for the IRS: the Federal Emergency Management Agency, whose response to disasters has been met with bipartisan praise.

Indeed, inside the White House, FEMA is perceived as an example of what's best about government. The agency, panned for its response under President Bush to Hurricane Katrina in 2005, has made a turnaround under administrator Craig Fugate and has been commended for its work in disasters from the Joplin, Mo., tornado in 2011 to Hurricane Sandy last year.

Obama's trip Tuesday also comes two days after he toured the tornado devastation outside Oklahoma City, Okla., where FEMA has been the face of the federal government as well.

Josh Earnest, the White House's deputy press secretary, says FEMA represents "competent, efficient government that meets the needs of the people."

"The renaissance of the agency embodies what the president ran on," he said.

Overall, the federal government has directed more than $14 billion so far in aid to help families, support state and local rebuilding efforts, and assist major transportation reconstruction and in community development grants to states affected by Katrina, the bulk of which has gone to New Jersey and New York.

Even as Obama meets businesses and homeowners who have benefited from recovery work, the White House says he also plans to talk about the importance of renewing economic opportunities for middle-class families still getting their lives back. It's a message that dovetails with Obama's attempts to keep the economy prominent by highlighting economic growth after the Great Recession while also making his case for additional initiatives to keep the economy from stumbling again.

A team of UT Arlington researchers has identified two ruthenium-based complexes they believe could pave the way for treatments that control cancer cell growth more effectively and are less toxic for patients than current chemotherapies.

Fred MacDonnell, professor of chemistry and biochemistry at The University of Texas at Arlington, has been researching a new generation of metal-based antitumor agents along with a team from the City of Hope Comprehensive Center Center in Duarte, Calif. Their aim is to find new therapies to complement widely used platinum-based therapies, such as cisplatin. Cisplatin is one of the most widely used anti-cancer drugs and shows remarkable effectiveness against some cancers, however it does not work on all cancers and can have severe side effects.

In a study published in the May edition of Molecular Cancer Therapeutics, the team describes two newly developed ruthenium polypyridyl complexes, or RPCs, that yielded results comparable to cisplatin against human non-small cell lung cancer cells in pre-clinical lab tests.

Unlike cisplatin, the RPCs were generally cleared from the body unchanged, without noticeable effects on metabolism or kidney function. In lab tests, healthy cells could withstand almost 10 times as much exposure to the team's ruthenium complexes as the cancer cells.

The study also found that the RPCs seemed to target cells in hypoxic states. Hypoxia, or low oxygen, is a signature of tumor cells.

"Cancer drugs on the market now generally are less effective under hypoxic conditions or insensitive to the oxygen concentration," MacDonnell said. "Since many tumor cells are under hypoxic stress and most normal cells are not, having something that becomes even more effective under hypoxia could have some real benefit to the patient."

The effectiveness of the RPCs tested seems to be associated with a particular portion of their structure. This portion, known as "tatpp" is redox-active, which means it is reduced when bound to DNA in the normal cellular environment. MacDonnell's team believe that this reduction step in the DNA bound compound sets in motion a biological process that triggers apoptosis, also known as programmed cell death, in cancer cells. Under hypoxic conditions, this reduction is more prevalent, leading to greater cell death in those cells.

"Being activated under low-oxygen conditions makes these unique complexes excellent candidates for use on some of the most difficult to treat tumors," said Dr. Sanjay Awasthi, professor of medical oncology and therapeutics research at City of Hope. "Now that we have demonstrated the role of the tatpp ligand in these biological processes, our team can continue toward the goal of using ruthenium-based complexes to enhance current treatments."

MacDonnell said the ruthenium complexes' increased effectiveness against malignant cells could be because the complexes can more easily enter cancer cells, which tend to be more metabolically active than normal cells. That hypothesis, however, is something the team will explore with further research.

Charmed Kanaan wins Indy 500 in 12th attempt

INDIANAPOLIS (Reuters) - With a good luck charm he had given to a sick child back in his pocket, Brazilian Tony Kanaan won his first Indianapolis 500 on Sunday to end a decade of disappointment at the famed Brickyard.

The former IndyCar champion captured the crown jewel of North American motor racing in his 12th attempt to complete his resume, taking the checkered flag under caution after defending champion Dario Franchitti crashed with just over two laps to go.

"This is it man, I made it," Kanaan said before he dumped the traditional winner's bottle of milk over his head. "Finally I am going to put my ugly face on that trophy."

Colombia's Carlos Munoz crossed the finish line second in his IndyCar racing debut followed by American Ryan Hunter-Reay.

Marco Andretti, grandson of former Formula One champion and Indy 500 winner Mario Andretti, finished fourth in a furious and frenetic race that featured a record 68 lead changes, double the previous mark set in 2012.

One of IndyCar's most popular figures, Kanaan had known nothing but bad luck at the sprawling 2.5 mile oval speedway, coming close but never able to reach Victory Lane.

Kanaan's luck, however, changed when he received a package four days before the race containing a good luck charm he had given to a young girl nine years ago just before she was about to undergo brain surgery.

The woman, now 24 years old and healthy, returned the charm back to Kanaan along with a note that read: "Here's your good luck charm back. Now you take it and win the Indianapolis 500."

As Kanaan drove his Dallara-Chevy into a packed Victory Lane he pulled the medal out of his race suit and held it high before he was mobbed by team mates and friends, including former series champion Alex Zanardi.

Kanaan, who ran at or near the front most of the afternoon, holding the lead 15 times, was sitting second behind Hunter-Reay with six laps left when a caution flag came out after Graham Rahal slammed into the wall.

UPLIFTING START

On the restart, Kanaan blew past Hunter-Reay when his luck took a dramatic change as Franchitti's crash further back in the field brought out the yellow, allowing the 38-year-old Brazilian to coast unchallenged to the checkered flag.

"I have to say, the last lap was the longest lap of my life. I wanted the pace car to hurry up so bad," said Kanaan. "I got a little bit of luck today."

Zanardi, who had both legs amputated above the knee after crashing in a 2001 race, also brought Kanaan some luck, turning over the gold medal he won at the 2012 London Paralympics in hopes that some his good fortune would rub off on his friend.

"Alex Zanardi gave us some luck today. He gave us his gold medal from London and told us, 'Rub this all over the car,'" said Kanaan's team owner Jimmy Vasser. "Tony took the medal to his motorhome with him for an hour."

The day began under dreary, grey skies but the race got off to an uplifting start as runners who were unable to finish last month's Boston Marathon were given a chance to symbolically complete the distance.

The runners were unable to finish the Boston Marathon as the race was halted when two bombs left at the finish line exploded, killing three people and injuring 264 others.

A massive crowd packed in the home straightaway grandstands stood and cheered as runners, who started at Turn Four and finished on the front stretch, crossed one of the most famous finish lines in all of sport - the Yard of Bricks.

The crowd, estimated at close to 250,000, was back on its feet a few minutes later when drivers were given the command to start their engines and pole sitter Ed Carpenter led the 33-car field into the first turn of the 200-lap race.

Carpenter, IndyCar's only owner driver, set the pace until the first caution came out on the fourth lap when JR Hildebrand, who famously crashed in the final turn while leading the 2011 Indy 500, spun into the wall bringing out the yellow flag.

The day featured just five cautions and the low number of yellow flags helped make it the fastest Indy 500 ever with Kanaan posting an average speed of 187.433 mph.

(AP) ? After a lackluster start to the year, the movie industry enjoyed its most robust Memorial Day weekend ever at the box office, with "Fast & Furious 6" speeding to the top spot.

The record-breaking four-day weekend generated estimated receipts of $316 million.

"Over $300 million for Memorial Day weekend has never happened before," said box-office analyst Paul Dergarabedian of Hollywood.com. "This proves that when you have a great selection of films, audiences will line up at movie theaters in record numbers."

The sixth installment of the "Fast & Furious" franchise debuted at No. 1 with $120 million, making it the biggest opening weekend for a Universal Pictures release, according to Hollywood.com.

Starring Vin Diesel and Paul Walker, the muscle-car action romp took in an additional $158 million internationally.

Fans turned out because filmmakers upped the ante, said Nikki Rocco, Universal's head of distribution.

"The creative team, the filmmakers and the studio put their heart and soul into making it bigger and better," she said. "When you have this many films in the franchise ... you have to take it in a new direction."

The street racers battle both a tank and a plane in the film.

"It is the very definition of the summer popcorn movie," Dergarabedian said. "You suspend disbelief, buckle up and go along for that ride."

"The Hangover Part III," starring Zach Galifianakis, Bradley Cooper and Ed Helms, opened in second place. The final chapter in the Warner Bros. raunchy comedy trilogy collected $51.2 million.

Paramount Pictures' "Star Trek: Into Darkness," which opened last week, added $47 million to its domestic ticket sales, landing at No. 3.

Fox' animated "Epic," the only non-sequel among the weekend's five top-grossing films, opened in the fourth spot with $42.6 million.

"We did see a hole in the release schedule that said this is the perfect time to launch an animated film," said Fox president of domestic distribution Chris Aronson. "It can be challenging to launch an original-content movie in such a competitive weekend, but this is a very special movie: A family movie as well as an all-audience movie."

Now in its fourth week of release, "Iron Man 3" ? which had the biggest opening so far this year ? hung onto fifth place with $24.4 million.

The record-breaking weekend take bodes well for the summer movie season, Dergarabedian said: "This Memorial weekend is exactly what the industry needed and this momentum will carry forward."

Estimated ticket sales for Friday through Monday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Tuesday.

What do you do if you're covering the final spring CTIA event in Las Vegas, at which not a single major mobile manufacturer has a booth, the only real hardware releases came from Kyocera (which is very much trying to get a foothold in the smartphone space, and good on them for doing it), and the only major operator news came from ... Jennifer Lopez?

Yeah, that was our week in Vegas. It'd be easy to bitch and moan about it being a "slow" show. But then again it'd be easier (and far, far cheaper) to not have come in the first place. So we did what we do -- we cover what we can see, and search for things we can't. In fact, it almost becomes a bit of a game among the press. With no pressure to be "first," it's a test to see who can dig up something to write.
