Rethinking the genetic code

[unable to retrieve full-text content]A decade ago, gene expression seemed so straightforward: genes were either switched on or off. Not both. Then in 2006, a blockbuster finding reported that developmentally regulated genes in mouse embryonic stem cells can have marks associated with both active and repressed genes, and that such genes, which were referred to as ?bivalently marked genes?, can be committed to one way or another during development and differentiation.

'Guardians Of The Galaxy' Set Photos: Glenn Close Gets Nova Prime Makeover

Glenn Close Guardians of the Galaxy

by Brett White

And you thought Glenn Close looked different in "Albert Nobbs"? Wait until you get a load of her as Nova Prime in "Guardians of the Galaxy"!

The indoors-only production has kept set photos and leaks to a minimum, but all that changed over the weekend. The actress was caught on camera as the film shot on London's Millennium Bridge, which were most likely the film's first scenes not shot on a sound stage. Close is pretty much unrecognizable in her Nova Prime makeup, seen above to the left, and she doesn't look like any established Marvel alien that I can think of. By her side is a Nova Corpsman, all decked out in a version of the armor that debuted back at Marvel's booth at San Diego Comic-Con International.

Check out a few more pics of Close as Nova Prime, as well as a few glimpses of other aliens, after the jump!

"Guardians of the Galaxy" Sightings in London - August 11, 2013

I have to admit that I'm kinda bummed that Close is hidden behind a ton of makeup. I mean, this had to be cool for her as it's the most complete transformation she's ever undergone (sorry, "Albert Nobbs"! Yes, two "Albert Nobbs" references in one post!), but I really wanted to see Glenn Close in a space cop uniform, barking orders. Close can bring the intensity, but here she looks about as intimidating as Mon Mothma.

"Guardians of the Galaxy" Sightings in London - August 11, 2013

I gotta say, the more I see of the Nova uniforms, the more I like them. They contain a bunch of nods to the comics costume?the differing chest insignias, the subtle red star between the eyes?without being a strict adaptation. The modern Nova armor would look too much like an Iron Man variant on the big screen, and the classic look would work about as well as any character's classic look would. This makes the Nova Corps look like a police force, which is what they are.

Let's hope that the cast of "Guardians" well get to play outside more, because we wanna see what they've put on John C. Reilly's mug too!

Google introduces Chromecast, a $35 HDMI streaming solution for televisions

Google today announced a new Internet-to-television device called Chromecast, a well-developed area of technology that doesn't really need another gizmo. With Apple TV, Roku and Boxee all providing solutions to turn a regular old HDTV into an Internet-capable TV, you might be thinking that the Chromecast is an also-ran before it's even been released. Yet Chromecast, as it's called, has the?techies?all giddy. A few of them said they already went on over to the?Play store?and?bought one?? before Google had even finished up its event. The general upshot of the stick is that it ports the television on your computer or smartphone ? like Netflix, or YouTube ? to your television. A lot of devices can already do this for you. So what makes this thing any different or better than all the others? Read more here:

Weekend Roundup: Apple iOS losing more ground to Android, Now TV teardown, Ask.fm aftermath, IBM ?unveils? Matrix precursor

IBM working on software ecosystem for brain-like chip

I?ve always been wondering how the Matrix in the eponymous movie, ?The Matrix?, would come to life. It looks as boffins at IBM might be working towards something akin to that. In other words, an ecosystem of software that will power chips that replicate the physical make-up of the human brain. IBM?s press release refers to a technology that would ?enable a new generation of intelligent sensor networks that mimic the brain?s abilities for perception, action, and cognition?. For now though, they are a long way from achieving that but any device based on it would still represent a quantum leap from the current traditional computer architecture paradigm that relies on sequential operations.

All this is part of IBM?s drive as pioneer of cognitive computing. Interestingly enough, that announcement came after another one where IBM, together some with other technology behemoths, announced the launch of the OpenPower consortium which aims to deliver hardware and software solutions with Big Blue?s Power chips at its core and at the same time to nurture the growth and extend the industry adoption of the architecture, one which is ideally suited to run that software system.

British PM calls for site boycott

David Cameron has urged social networking websites to show some balls and take responsibility after the death of Hannah Smith who took her own life after been bullied and harassed online on Latvian website, Ask.fm, in terms so violent that may have, in the real physical world, condemn its authors to a prison sentence in this country. The British PM also added that the public should boycott such websites that do not, in his own words ?clean up their act and don't sort themselves?.

It is not the first time that Ask.fm has been linked to the death of British teenagers and already some big names (Vodafone, BT, EDF amongst others) have instructed their marketing department to pull their adverts from the websites, probably because they didn?t want to be associated with Ask.fm. Whether this will force the website to change its stance remains to be seen and only time will tell whether they eventually flock back to a website that ranks in the top 150 globally.

Apple?s smartphone market continues to shrink

Apple saw its share of the global smartphone market continue to decrease with Android now within touching distance of 80 per cent. Apple is a distant second with 13.2 per cent of the market while Windows Phone occupies third place with 3.7 per cent, about the same as BlackBerry and Linux combined. As for the previous quarters, Korean powerhouse Samsung was instrumental in Android hegemony and remains by a distance, so much so that it has probably has a bigger share of the smartphone market than any other single player (and is almost certainly bigger than the rest of the Android competition combined). But don?t discount Apple yet, the company has, many times in the past, been left for death by analysts and competitors only to fight back with a vengeance. It will launch a new flagship handset, iPhone 6 and a new version of iOS, possibly in the last quarter of the year. Plus one should not discount the possibility of a number of new iPhone models to stem the tide of Android smartphones.

Now TV box by Sky: Something to be enthused about

Sky?s Now TV box is likely to be my surprising choice for the best piece of hardware on the market. Not because it has a unique feature or introduces a new paradigm, but instead it is the first time that such a piece of technology is available for ?10, a price that includes batteries, a HDMI cable and even postage and packing. Sky is almost certainly subsidizing this box and will likely use it as a Trojan horse to penetrate households that would have never previously considered Sky as a content provider. For now though, we can only hope that DIY enthusiasts will hack it and add to its feature list. I managed to become one of the many Now TV box users who managed to get Plex, a popular media player, onto that little box.

Microsoft doing away with current Xbox Live Gold Family Packs Aug. 27

In March, Microsoft quietly stopped taking new orders for its Xbox Live Gold Family Pack for the Xbox 360. The plan was supposed to save families some money by giving them four 12-month accounts for Xbox Live Gold for $99.99 a year, less than half the price if each account had been purchased seperately.

Today, Microsoft started sending emails to current?Xbox Live Gold Family Pack subscription members, telling them that each activated account in their pack will be converted to an individual Xbox Live Gold membership starting on August 27th; more details about the change have been posted on a FAQ page on the Xbox.com website.

Each individual Xbox Live Gold account will still have the same amount of time remaining before they are scheduled to expire, but Microsoft is being generous enough to add three months of additional time to each account.?

Microsoft says that one of the features that will be lost in ditching Xbox Live Gold Family packs is the ability?to check out activity monitoring reports for each account in the pack, in an attempt to give parents a chance to see what their kids are doing on the Xbox 360. Microsoft says that other parental controls for the Xbox 360 and Xbox Live are still in place. Microsoft is also ditching the ability to transfer Microsoft Points to other members of the family pack, but as we have reported before, Microsoft Points will soon be done away with completely in favor of real world currency.

As far as the reason why Microsoft is making this move, the FAQ page is a bit vague on that point, stating simply that this conversion is being designed to "prepare for new and exciting upcoming benefits and features on Xbox Live Gold."

As we reported earlier today, Microsoft's upcoming Xbox One console will have what it calls Home Gold, which will allow Xbox Live Gold subscribers to share any games and apps on their console with anyone at their home will full Xbox Live Gold features like multiplayer online gaming and more.

Apple's Ultimate Sin: It's Boring | Breakout - Yahoo! Finance

According to published reports Apple's (AAPL) Board of Directors has grown frustrated at the company's lack of visible innovation. While CEO Tim Cook's job is not at stake, Fox Business' Charlie Gasparino says the board is pressuring him to innovate and "do something fast."

This calls to mind Mark Twain's warning about never teaching a pig to sing. "It wastes your time and annoys the pig."

From all appearances Tim Cook is not a creative man. Capable, yes, but one never gets the sense he's going to be the man who reinvents the television or anything else.

The lack of inspiration may explain how Apple has managed to stage a rally without anyone paying much attention. Given up for dead at the end of June when it fell below $400 a share, the stock has rallied more than 10% in the last month and reclaimed the mythical title of "Highest Market Cap in America" from Exxon Mobil (XOM).

There are a few ostensible drivers of this title change: rumors of different colors on a new iPad mini, a court victory over Samsung (SSNLF), rumors of an iPhone 6, and a plastic iPhone ? pretty much the same maddeningly vague noise that has defined the Tim Cook era.

Frankly, it's hard to care at this point. Apple makes nice stuff, but other companies have caught up with it in terms of quality. Apple Television remains a pipe dream, Airplay has been trumped by Google's (GOOG) Chromecast, and it's impossible to find anyone waiting with baited breath for an Apple watch.

Related: Google Chromecast: $35 Cable Industry Killer?

The company hasn't even bothered to hire a new retail chief, content instead to rest on its laurels as if the stores were little more than giant iPods.

The cudgel with which Apple beats back its competition is iTunes. In all fairness, the store is one hell of an effective club. Other companies may have caught up with Apple on hardware, but it's going to take more than an incremental improvement over the iPhone to get users to put up with the hassle of moving their content.

Apple's position is akin to that of cold pizza in the refrigerator on a rainy night. There's better food available, but it's a hassle to go out and get it. Cold pizza is pretty good, but no one's going to wait in line for it.

Todd Schoenberger of LandColt Capital is a hardcore Apple bull, and even he concedes things have gotten a little bland in Cupertino. "We're waiting for that all-important, life-changing product from Apple and unfortunately we're just not getting it... What we really need is that kid to go that bar and drop off some secret plans, because that's what we're waiting for," Schoenberger says, referring to the famous lost iPhone of 2010.

Schoenberger preaches patience. Innovations don't happen overnight. Historically not even Apple has come out with revolutionary products every other year ? it takes years. Apple's apparent lassitude is frustrating but hardly an indictment of a company that's printing cash even faster than it can buy back shares.

The bullish case for Apple is that it has a good deal of time before there's any fundamental threat. What's more, anyone who could possibly get shaken out of the stock has undoubtedly been shaken out by now. The stock could easily hit $500, based simply on the momentum of the current bounce.

For any other company, that would be an outstanding trade set up. Coming from Apple, it's just another slice of boring.

Movie Review: Cate Blanchett Soars as Down-Spiraling Divorcee in ...

Woody Allen?s latest film is a welcomed break from the tourist comedies (Midnight in Paris, To Rome With Love) that have defined his output over the past few years. Blue Jasmine is, in fact, not really a comedy at all, though it is shot-through with a dry, dark sense of ironic humor. Instead, the film presents a deft portrayal of a hopeless character, Jasmine (Cate Blanchett), a recent divorcee from New York who thrusts herself on her estranged sister, Ginger (Sally Hawkings), who lives in San Francisco. The result is a tense ricochet of lives churned up by sharp dichotomy of class and temperament.

Jasmine married into the high-powered world of the New York elite, and her expectations for life and understanding of her self-worth has been shaped by her years with the sociopathic Hal (Alec Baldwin). Ginger, on the other hand, has wallowed with the world?s saltier characters. Her own failed marriage to the uncouth and blue collar ? if appealing and warm hearted ? Augie (Andrew Dice Clay), resulted in both children and poverty. Bringing the two back together is an oil and water mix of personalities, further agitated by an uneasy history between the sisters.

Blue Jasmine?s ying/yang, upper/lower dynamics might feel forced or put on if not for the strength of the performances, particularly Blanchett?s dynamic portrayal of the booze-gulping Jasmine, whose inability to come to grips with her life prompts a steadily worsening of her psychological well-being. There?s also an enjoyable smaller role turned in by Louis C.K. who plays Al, a man who has a brief and steamy affair with Ginger after Jasmine?s presence undermines the sister?s confidence in her current boyfriend, another salty blue collar Italian, Chili (Bobby Cannavale).

The script is also a star here, interweaving a mess of conflicting personalities whose desires and life expectations manifest in a set of subplots that track their desperate attempts to grasp happiness.. If Allen?s portrayal of his salty everymen feels like caricature at times, while his representation of Jasmine?s plummeting as a bourgeois housewife is rich with feeling, perhaps it is because Allen?s own world orbits more closely to the latter character. A filmmaker who has had a finger on the pulse of America for the greater part of a half-century, Blue Jasmine?roots the psychological turmoil of the financial bust and of America?s fascination with wealth in a pitiful, if empathetic anti-heroine.

St. Louis Rams Fantasy Football Dos and Don?ts

Jul 26, 2013; St. Louis, MO, USA; St. Louis Rams defensive tackle Kendall Langford (98), defensive tackle Michael Brockers (90) and defensive end Chris Long (91) look on during training camp at ContinuityX Training Center. Mandatory Credit: Jeff Curry-USA TODAY Sports

After months of going on football websites, to be only temporally entertained with mock drafts, player rankings, power rankings and the latest training camp buzz. Football has finally arrived. Yes its preseason and you only see the starters for about a second, but football is football and it gets me excited. Preseason is very helpful for those fantasy fanatics. It answers a lot of questions about certain players, for the good and the bad. Either way you walk away having a better understanding on who you do and don?t draft. Here are players from the St. Louis Rams you do/don?t draft.

    DO

Jared Cook (Tight End) ? ?has been a temptation for many fantasy owners for years. But with his hot and cold form at the Tennessee Titans, he has continuously let fantasy owners down. But since the move to St. Louis, things have only gotten better. According to?NFL Network?s Ian Rapoport, St. Louis Rams quarterback Sam Bradford and Jared Cook are ?already connecting endlessly? at Rams camp. With the departure of previous ?security blanket?, Danny Amendola, expect Cook to be in Bradford?s new favourite weapon.

Tavon Austin (Wide Receiver) -?is certainly a player that the Rams Nation will have their eyes on. According to?NFL Network?s Mike Mayock, Tavon Austin ?may be the most explosive player? that he?s ever seen. Austin is expected to have his hands full this season, seeing snaps at wideout, the slot, punt/kick return and even running back. All of which Austin had done previously at West Virginia. With all of Austin?s involvement, he could have some big points coming his way.

Rams Defense -?definitely had one of the best front seven?s in the NFL last season, which was one of the main reasons why they led the NFL for sacks (52). Going into this season, the front seven is looking even better. Expect the Rams defense to get close or even past 52 sacks. The rams secondary is looking dangerous. Sure the loss of Quintin Mikell was a big loss, but?ESPN reporter Nick Wagoner, formerly of?StLouisRams.com, has been raving about McDonald, who has been recording picks, excelling in coverage and shows the aggression that you look for in a safety. Nothing but good things have been said about cornerback Janoris Jenkins, who has been shutting down explosive young receiver Chris Givens. With that front seven and the improvements in the secondary, the Rams defense should not be overlooked.

Greg Zuerlein (Kicker) ?-?can definitely hit field goals from 60, and with a tail wind he has even kicked a?74 yard field goal?..in practice, but come on, 74 yards is 74 yards!

    ?

    DON?T

Rams Running Backs ? ?are not yet settled. If you have you?re fantasy draft this week, do not make the commitment of drafting any of the Rams running backs, because the battle for the number one spot is only heating up. You don?t wan?t to draft Isaiah Pead now, to only find out two weeks later that Zac Stacy is the clear starter.?Coach Jeff Fisher gave the fans a?little insight this week, telling?NFL.com?s Ian Rapoport?that the situation could be ?playing two or three backs all the time. Which is good.? No coach it isn?t good! You?re killing us fantasy nerds!

Lance Kendricks (Tight End) -?is no doubt an important piece to the Rams offense in reality, but not in fantasy. Kendricks has been the forgotten player on the Rams offense, due to being put on the PUP list with a nagging knee injury, which has led him to sit on the sidelines through out OTA?s and training camp. Also the addition of Jared Cook certainly hurts his draft stock.

6 Readiness Indicators for Toilet Training Young Children with ...

Toilet training a child with autismSummer is the season when time seems to slow a little, when families ?hang out? more, and take stock of their accomplishments and responsibilities to each other.

Across the globe, many people are currently? involved in a time-honored summer ritual; toilet training young children for the coming school year. Society as a whole treats toilet trained children differently, and has different perceptions and expectations for them.

    The Toilet Training Process

Toilet training is a process for any child, but especially for those with Autism/special needs. A comprehensive social skills resource for these children, therefore must involve working on toilet training. In reality, it is considered to be one of the early social communication milestones that is overtly demonstrated in neurotypical children.? In Western cultures, toilet training is usually done with children around age two.

Of course, one needs to account for a child?s mental and psycho-social age,? instead of the chronological age, when addressing social skills development, even regarding toileting. As with any social skill, a child needs to be ready to learn. A child needs to have the groundwork done, and the ?stage set?. Toilet training children with Autism can be challenging. It requires a level of motivation and cognition in the child, and a level of guidance and patience on the adult?s part as well.

    Toilet Training Children With Autism

We want the special needs child to endear himself to others, yet we need to remember that these children, with their unique ?inner landscape? and neuro-motor functioning, resulting in a different Theory of Mind (TOM), may be ?blocked?,? or on a different time table. That is not to say that we shouldn?t make toilet training our preschoolers with ASD a priority! We just need to go about doing so in a sequential, organized, methodical, and consistent fashion.

This will help the child understand and internalize what is expected of him/her. It will also help him generalize what he learns to all environments such as home, school, and Grandma and Grandpa?s house etc.

Is My Child With Autism Ready To Be Toilet Trained?

Upon deciding to work on this important daily living skill, the child?s entire team needs to get on board and make it a group effort. The child?s success and mastery of this skill will certainly affect his future hygiene, social development, and overall behavior. One therefore needs to look at readiness indicators before starting to work on toilet training.

Below are some?factors that may ?block? a child with Autism from being ready to be toilet trained. These factors can include:

    Sensory issues

Sensory Issues such as partial or total lack of sensation in certain body parts leading to unawareness of being wet, reduced Sensory Integration resulting in decreased body awareness and proprioception, and aversion to smells and/or hyper-sensitivity to smells

    Behavioral issues

Behavioral issues such as transitioning difficulty, inability to cope with changes in routine, disorientation to person/place/time, and reduced ability to ?tune in? and attend to the task at hand

    Cognitive issues

Cognitive issues affecting understanding of the sequence of events (e.g. ?Get undressed, sit on the toilet, stand up, wipe up, and flush.?) and/or target vocabulary involving body parts, articles of clothing, oral directions containing verbs (e.g. ?Flush the toilet, turn on the sink, take soap, and wash hands.?) and part- whole relationships (e.g. ?Pick up the toilet seat?..Push down the handle to flush.?)

Parents and professionals thus need to play detective and figure out if the child in question is truly ready to learn to be toilet trained.

Checklist of Readiness Indicators-Prerequisites For Toilet Training:

    1. Joint Attention and rapport, so that positive reinforcement is meaningful.

    2. Communicative Intent, so that child can ask for toilet and/or indicate wetness.

    3. Understanding Causality (cause& effect, contingencies),? so that child can make a connection between his action(s) and your reaction(s).

    4. Body Awareness so that child feels when he/she is wet and knows from where.

    5. Understanding Part-Whole Relationships, so that child can follow the steps and make sense of the toileting process and the vocabulary involved.

    6. Physical Agility, so that child can walk to toilet, climb up, and sit upright to use it, without any medical condition barring physiological/anatomical ability such as low muscle tone (hypotonia), spastic muscles, or poor motor planning and coordination resulting in difficulty walking (reduced ambulation) and chest i.e. thoracic rotation (sitting upright using the abdominal ?core? muscles).

Mars Explorer Barbie: yeah, Ken's over the moon for this one

Mars Explorer Barbie yeah, Ken's over the moon for this one

Technologically inclined Barbie's aren't exactly new, but a Mars Explorer Barbie? Yeah, that's worth mentioning. In cooperation with NASA, the "Career of the Year Mars Explorer Barbie" is being "launched"... presumably right into Ken's ever-loving heart. We're told that she's ready to "add her signature pink splash to the red planet," and should be hitting Earthly shelves now for $12.99. The best part? Curiosity won't have to sing a birthday song alone ever again.

auto insurance: Which Regions Are Home to Canada's Most joyful ...

HOW DO CONSUMERS FEEL ABOUT CAR INSURANCE IN CANADA?

Auto insurance isn't everyone's favourite monthly expense, but just how do Canadians feel about the subject? A Canada-wide survey on car insurance client fulfillment has been completed to answer the question: "How do Canadians feel about car insurance and which regions have the most crucial client perspective?"

The most crucial mind-set towards car insurance protection is in English Mexico. The most positive mind-set towards automatic insurance was registered in Quebec, north america,, closely followed by New york and Saskatchewan.

    STACKING UP THE PROVINCES

Results are depending on client responses and scores from an separate testimonials platform for insurance. Ratings from New york, Quebec, north america,, English Mexico, Alberta, Manitoba, and Saskatchewan have been graded according to three criteria: client encounter, value for cash and declare encounter. Customers can evaluate their insurance suppliers on a scale of 1 to 5 stars. The outcomes, depending on aggregated rating values, are as follows:

The leading region in terms of the client care is Quebec, north america,, with an overall ranking of 4.10/5. Customers felt especially satisfied with client support and value for cash.
The second happiest two regions are Saskatchewan (3.90/5) and New york (3.88/5). Ontarians positively rate declare encounter with their insurance provider, but are clearly disappointed with their value for cash.
There are signs of decreasing client care in Alberta (3.77/5) and Manitoba (3.75/5), where customers are mostly disappointed with their value for cash (both Alberta and Manitoba) and statements encounter (Manitoba only).
The minimum stage of client fulfillment with automatic insurance was noted in English Mexico (3.62/5). BC drivers are crucial towards automatic insurance across all three dimensions: client support, value for cash, and statements assistance.
WHY DOES CONSUMER INSURANCE REVIEWS AND RATINGS VARY BY PROVINCE?

The strongest indicator for low client care with car insurance in English Mexico is clearly reflected in reviews from customers scores. Individuals think that they do not have enough option of suppliers and cite a lack of competition. The same picture can be noticed in Manitoba, where customers are faced with limited automatic insurance option. Both regions are characterized by having only one, government-run insurance provider - for example in B.C. private insurance suppliers can only offer optional automatic insurance.

Ontario represents an interesting case - overall, customers are quite satisfied with automatic insurance relative to other regions. They appreciate their declare encounter most of all, but it comes with a high cost tag. New york automatic insurance charges are the biggest in Canada, reaching on regular $149/month with nearly a quarter of Ontarians paying over $190/month. As a consequence, Ontarians are not satisfied about the value for cash from automatic insurance suppliers.

Quebec has the biggest stage of client care due to lower rates - the common cost of automatic insurance charges is $76/month. The provincial govt insures against injuries to individuals, while insurance suppliers protect property damage.

    MORE ABOUT CONSUMER INSURANCE REVIEWS

Consumer insurance reportings protect most car insurance suppliers and their products across the country. This includes reviews of both large nationwide insurance suppliers and smaller regional insurance suppliers, such as ICBC in English Mexico, AMA in Alberta, or SGI in Saskatchewan. Consumer comments give reviews context and share their viewpoint about insurance suppliers. Before publishing, testimonials are assessed by moderators to ensure the quality of the content. All reviews are anonymous, guaranteeing an separate client viewpoint.

Doctor prescribes healthcare cost savings plans to governors

    By Brendan O'Brien

MILWAUKEE (Reuters) - Home nursing and social work can significantly drive down healthcare costs caused by overuse of hospitals and nursing homes, a family doctor who practices in one of the poorest U.S. cities told a group of governors on Friday.

Jeffrey Brenner, the founder of Camden Coalition of Healthcare Providers, encouraged governors attending the National Governors Association summer meeting in Milwaukee to work with healthcare providers in their state to consolidate and de-institutionalize their systems.

"You regulate these facilities and you regulate the providers. Everyone that needs to be here to fix the American healthcare system is right here in this room," said Brenner, who works in Camden, New Jersey, where 40 percent of the population lives in poverty.

Brenner made his remarks during the opening session of the three-day event, attended by 23 state governors and the governors from Virgin Islands and Puerto Rico.

The governors are participating in presentations and discussions regarding economic development and commerce, natural resources, military veterans and cybersecurity.

Brenner's organization found that a large part of healthcare spending happens in large facilities such as hospitals, nursing homes and hospice facilities, where costs tend to be higher.

Brenner cited a Pennsylvania study that found community-based nursing of elderly patients over a 10-year period decreased hospitalization by a third, Medicare costs by a fifth and risk of death by a fourth.

"You have to go way back in medical history to find anything with that kind of impact," he said. "This is a stunning impact."

Brenner recommended creation of systems in which nurses and social workers work in the field to help the chronically sick navigate the complex healthcare system. This approach, he said, will ultimately decrease the number of expensive hospital visits.

One of the biggest challenges governors have is to "overcome the tremendous amount of money and clout and connections (hospitals) have," said Iowa Governor Terry Branstad.

Branstad said Brenner's remarks resonated with him after a tough legislative session in which hospital association "threw everything they had" at the state's effort to come up with a healthcare plan.

The United States spends $2.8 trillion, twice as much as every other country, on healthcare each year, representing 18 percent of the country's total economy, Brenner said.

"We have to re-invest this money on the front line of care, rather than building more hospitals, expanding emergency rooms and buying more scanners," Brenner said. "The problem in America, we set a very high price to cut, scan, zap and hospitalize and set a very low price if you talk to people."

Stocks open slightly lower after disappointing jobs data

Traders work on the floor of the New York Stock Exchange at the end of the trading day on August 1, 2013 in New York City.

Stocks closed modestly higher in thin volume on Friday despite a tepid jobs report. While the data was disappointing, it still showed job growth and may also make the Federal Reserve a bit more hesitant about curtailing its stimulus policies in September.

The U.S. economy created just 162,000 nonfarm payroll jobs in July after a downwardly revised 188,000 in June. The unemployment rate fell to 7.4 percent.

The quality of the jobs being created is also an issue. Burt White of LPL Financial pointed out, "Over the last four months we've created 4.2 part-time jobs for every one full-time job. That trend is not going in a good direction."

After spending the session clawing back morning losses, the Dow Jones Industrial Average?finished 30 points higher at 15,658.36. The?S&P 500 and Nasdaq ended with slight gains, while both the S&P and Dow set new closing highs.

The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, fell to 12.1.

Among S&P sectors, consumer discretionary and materials stocks led the gainers. Energy fell after disappointing earnings from oil giant Chevron.

"I think the market grinds higher," Bob Doll, chief equity strategist at Nuveen Asset Management, said. "We're not going to go up another 18 percent as we have since the first of the year in my opinion. But I think the market ends higher than where it is today."

The jobs data may push back the timing, or at least scale, of a potential Fed tapering of its bond-buying program.

St. Louis Fed president James Bullard said in a speech Friday that the central bank "needs to see more data" before it makes a decision about slowing the pace of its $85 billion-a-month bond-buying program.

(Read more: So-so summer: Job growth disappoints; rate drops)

Some economists, meanwhile, see just a small reduction in bond purchases next month.

"I think they'll only do $15 billion because the evidence will be still somewhat ambiguous," BNY Mellon economist Richard Hoey told CNBC of the potential cutback in bond purchases. "I don't think they'll do $25 billion. That's too strong a measure."

In other data, U.S. consumer spending increased 0.5 percent in June, lifted by automobile purchases and higher gasoline prices. Personal incomes rose 0.3 percent. June factory orders, meanwhile, rose 1.5 percent after an upwardly revised 3 percent in May.

(Read more: Escape velocity hopes give way to law of gravity)

Cable stocks rose on reports that Cox Communications and Charter Communications held merger talks. Cablevision was up sharply as well.

Viacom, meanwhile, reported a 14 percent rise in revenue helped by strong advertising and CBS affiliate fees at its cable networks. The media giant also doubled its stock buyback program to $20 billion.

LinkedIn shares surged following better-than-expected earnings and after a number of brokers hiked their price targets on the social networking firm.

AIG stock rose after the company posted strong earnings and said it would return capital to shareholders.

But oil giant?Chevron posted a 26 percent decline in net income?due to lower oil prices and maintenance work at its U.S. refineries.

Suspect in Mass. poisoning pleads not guilty

WOBURN, Mass. (AP) ? A man who said he had been extorted by James "Whitey" Bulger and hoped to testify at his trial was given iced coffee laced with cyanide that killed him, authorities said Friday, and a Massachusetts man was charged with attempted murder in his death.

The poisoning was apparently unrelated to the case of reputed gangster Bulger, though the body of the potential witness, Stephen Rakes, was found July 17 in the woods in suburban Boston the day after he learned he would not be called to testify.

Investigators found that the suspect in Rakes' death, 69-year-old William Camuti of Sudbury, owed Rakes money and acted alone, Middlesex County District Attorney Marian Ryan said.

Camuti pleaded not guilty to the charge and was being held without bail until a Tuesday hearing. A message seeking comment was left with his attorney.

A murder charge has not been filed because the medical examiner is still waiting for test results.

Prosecutors say Rakes and his former wife were forced to sell Bulger their South Boston liquor store in 1984 to use as a headquarters for his gang. Bulger once ran Boston's feared Winter Hill Gang before being tipped off that he was about to be arrested and fleeing the city. He was captured in California two years ago and brought back to Massachusetts, where he is accused of participating in 19 murders.

Rakes had looked forward to testifying at Bulger's trial but learned the day before his body was found that prosecutors wouldn't call him.

Ryan said surveillance video from the Joseph Moakley Federal Courthouse, where the Bulger trial is being held, showed Rakes leaving that day after attending as he had been every day. He was wearing the same clothing when he was found in the woods with no identification, keys or cellphone.

Camuti and Rakes were business associates who had known each other for years and were involved in various deals.

Ryan says Camuti asked Rakes to meet him July 16 to discuss a potential investment property, but the deal was fake. They met at a McDonald's in Waltham and Camuti allegedly bought two iced coffees, adding two teaspoons of potassium cyanide to one and giving it to Rakes, who drank it. She said investigators found he had made inquiries online about buying cyanide.

Ryan said Camuti drove around for hours with Rakes in the car, then dumped his body in Lincoln.

Steve Davis, the brother of one of Bulger's alleged murder victims, called Rakes' death a sad situation. The two met and became good friends two years ago, after Bulger was apprehended in California.

"It's sad, the guy was full of life," Davis said. "He was happy. He had two grandchildren who he always talked about."
